Position Overview And Responsibilities
Earn and maintain Florida Certified Contract Manager (FCCM) during the timeline determined collaboratively with the Sr. IT Analyst
Absorb knowledge and contract management tasks for the division’s identity validation, risk detection, and single member lookup investigative solutions
Absorb knowledge and contract management tasks for the division’s Data Protection as a Service (DPaaS) and Disaster Recovery as a Service (DRaaS) solutions
Absorb knowledge and contract management tasks for the division’s security vulnerability assessment services contract
Review and track suggested changes for a set of technology deliverables contractually defined for the division’s outsourced technology vendor, continuously mapping knowledge gained through the deliverables back to the IRIS solution stack and the technology spend plan
Technology Spend Plan
Maintain thorough knowledge of the IRIS technology solution stack
Actively participate in researching and vetting new or upgraded technology solutions through market research, analysis of existing solutions, and industry standard trends
Develop supporting documentation with sufficient detail to support Legislative Budget Requests
License Management
License assignments for secure VPN connections, identity validation, risk detection, and single member lookup investigative solutions
Project Management
Earn and maintain Project Manager Professional (PMP) certification during the timeline determined collaboratively with the Sr. IT Analyst
Manage assigned technology projects using templates, tools, and best practices adopted by the Technology Services team
Responsible for defining and documenting project scope, objectives and desired outcomes of projects. Set and manage stakeholder expectations, both internally and externally
Prepare project budgets based on project scope, adhering to budgetary allocations
Provide project updates to stakeholders as per demand and requirement. Manage contracts with suppliers and vendors, ensuring timely deliveries. Perform regular assessment of project execution to identify areas for improvement
Track project performance periodically to ensure both short-term and long-term goals are met. Create and maintain detailed project documentation. Undertake risk management to minimize potential risks. Ensure project delivery is on time, as per scope and within allocated budget. Manage interdepartmental coordination to ensure smooth project execution
Miscellaneous
Participate in technology and financial audits as needed
Interfaces with departmental Office of Information Technology and the division’s contracted technology team
Maintain a working knowledge of National Institute of Standards and Technology (NIST)
Seeks certifications associated with job duties such as Certified Fraud Examiner (CFE)
Knowledge, Skills, And Abilities
Knowledge of principles and techniques of effective verbal and written communication and basic arithmetic. Ability to collect, evaluate and analyze data relating to retirement benefits. Understand and apply applicable rules, regulations, policies, and procedures relating to retirement benefits. Compose correspondence; organize data into logical format; utilize problem solving techniques; work independently; perform basic arithmetical calculations; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain relationships with others. Division Of Retirement
The mission of the Division of Retirement is to deliver a high quality, innovative, and cost‑effective retirement system. The division currently has 221 full‑time retirement staff and manages a FY 2025‑26 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1 million active, retired, and terminated vested members and $191.6 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members
