Position Overview The Idaho Department of Commerce is seeking a Grants/Contracts Officer to provide advanced post‑award contract administration and monitoring for state and federal contracts, grants, and tax reimbursement incentive agreements. This position serves as a technical authority for contracts awarded procurement processes, ensuring contractor performance, programmatic and fiscal compliance, and protection of public funds. The role also supports grant and incentive‑related compliance activities across the Department’s economic development programs.

Primary Responsibilities
Contract Administration and Monitoring — Administer and monitor contracts awarded through completed RFPs, RFQs, and ITBs, serving as the lead for post‑award oversight and compliance.
Contract Interpretation — Review and interpret contract terms, scopes of work, milestones, and deliverables to ensure adherence to statutory, regulatory, and contractual requirements.
Performance Monitoring — Monitor contractor performance, identify deficiencies or risks, and initiate corrective actions, amendments, or escalations as necessary.
Stakeholder Coordination — Coordinate with program managers, fiscal staff, and legal counsel on contract interpretation, enforcement, and resolution of compliance issues.
Tax Reimbursement Incentive Verification — Conduct technical review and verification of tax reimbursement incentive agreements, including validation of job creation, wage thresholds, capital investment, and performance timelines.
Documentation Review — Review payroll, financial, and performance documentation to determine eligibility and accuracy of incentive claims.
Discrepancy Resolution — Identify discrepancies, recommend adjustments or corrective actions, and support documentation related to incentive certifications, recalculations, or claw‑back considerations.
Procurement and Contract Development Support — Assist with development and refinement of procurement scopes of work, evaluation criteria, and contract language to support enforceable and auditable outcomes.
Proposal Evaluation Participation — Participate in proposal evaluations and ensure procurement documentation complies with state and federal requirements.
Technical Contract Support — Provide technical contract support to the Department’s procurement lead.
Grant Administration and Compliance Support — Provide technical support for the administration and monitoring of state and federal grants where activities intersect with contracted services or incentive agreements.
Grant Reporting Review — Review reimbursement requests, program documentation, and reporting submissions to ensure alignment with grant conditions, contract terms, and applicable regulatory requirements.
Compliance Oversight — Support compliance oversight, reporting, and audit preparation for grant‑funded activities.
Minimum Qualifications
Experience developing grants or contracts, including but not limited to: identifying goals and timetables, determining program needs and funding, monitoring and evaluating grant or contract activities and expenditures, interpreting laws, regulations, and policies and advising on their requirements.
Experience with contract negotiation, contract negotiation, and negotiating contracts/agreements.
Experience with grant/contract reporting requirements.
Experience working with boards, councils, government entities, or executives and presenting to them findings and recommendations.
Desired Experience
Experience working in government or private sector procurement.
Experience with sub‑recipient monitoring.
Experience evaluating bids or responses to Requests for Proposals or Invitation for Bids for contract services or good knowledge of techniques used in negotiating contract terms and “best and final offers.”
Experience in the project management life cycle.
Distinguishing Characteristics This is the highest level of a three‑level series: Grants/Contracts Program Specialist; Grants/Contracts Operations Analyst; and Grants/Contracts Officer. At this level, incumbents have responsibility for preparing and/or reviewing grant applications or contracts for compliance with state and federal requirements and feasibility and legality of program design and cost‑effectiveness. Employees develop or recommend program policies and procedures to conform to federal regulations and eligibility criteria. Incumbents provide technical assistance in program design, program performance, grant or contract development and negotiation, corrective actions for compliance and development of proposals, operating plans and procedures.
