Housing Development Officer

The Housing Development Officer is a senior member of the Division of Major Projects and is responsible for driving residential development across Cleveland. This role focuses on underwriting and structuring financial deals, including Low‑Income Housing Tax Credit (LIHTC) projects, residential tax abatements, gap financing, and oversight of the Housing Trust Fund. The officer ensures that projects are financially viable, compliant with City and federal regulations (including HUD programs), and aligned with the City’s vision for equitable neighborhood growth and affordable housing production. The officer works closely with developers, community partners, internal stakeholders, and the Commercial Finance Officer to review project feasibility and provide recommendations that advance inclusive economic and residential development.
Responsibilities
Review and underwrite financial information for residential development projects, including LIHTC deals, Housing Trust Fund projects, gap financing, loans, and residential tax abatements.
Analyze project and developer financial data to determine creditworthiness, feasibility, and compliance with City and federal guidelines, including HUD program requirements.
Provide recommendations on structuring financial deals to balance City objectives with project needs.
Support the Commercial Finance Officer and Director’s Office in evaluating applications, preparing reports, and documenting analyses.
Assist with the preparation of presentations, program documentation, and legislative or contractual materials as needed.
Monitor project financial performance and ensure compliance with approved terms and agreements.
Conduct research on best practices in development finance and residential project underwriting to inform program improvements.
Collaborate with internal City departments, developers, community partners, and other stakeholders to ensure accurate financial review, approval processes, and project execution.
Oversee Housing Trust Fund implementation, ensuring efficient allocation of resources and compliance with federal, state, and local funding requirements.
Perform other duties as assigned.
Minimum Qualifications
High School Diploma or GED (required). Bachelor's Degree (required).
Four years of full‑time paid management or administrative experience (required). Substitution: two years of experience may substitute for each year of college education lacking.
Valid State of Ohio Driver’s License (required).
Preferred Qualifications
Master’s Degree in Urban Planning, Public Administration, Real Estate Development, or related field.
Seven or more years of progressively responsible experience in urban planning, development, real estate or land strategy, including experience managing staff and projects.
Experience with ArcGIS or other spatial analysis tools.
Familiarity with equitable development frameworks and wealth‑building strategies.
Experience structuring and underwriting gap financing, loans, TIFs, or similar tools.
Knowledge of real estate finance, development, and public‑private partnerships.
Familiarity with federal and state incentive programs (e.g., HUD, CRA, LIHTC).
Strong analytical, organizational, and communication skills.
Ability to work collaboratively with developers, businesses, community partners, and internal teams.
