Overview Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Digital Enterprise IT/Technical Project Manager, supporting TOS II, at Arnold Air Force Base, TN. As a Digital Enterprise IT/Technical Project Manager, you will be working as a member of the Digital Enterprise group (DE) in the Mission Support Branch to lead implementation of data-centered projects to improve the AEDC ground test data infrastructure, facility operations, and business systems. The person selected for this role will work closely with multidisciplinary work teams throughout the Beyond New Horizons (BNH) organization to identify opportunities for leveraging data to drive decisions and support the Digital Enterprise team. Open to internal and external candidates. The selected candidate may be required to occasionally work outside normal business hours.

Responsibilities

Responsible for leading teams focused on projects in the Digital Enterprise branch.

Responsible for program/project management leadership for a group of complex multidisciplinary projects focused within the Digital Enterprise branch. May include projects focused on data platforms, digital engineering, artificial intelligence, and machine learning.

Represent the company to current and prospective clients, customers, and users.

Apply standard engineering methods and techniques to evaluate opportunities for facility capability upgrades.

Manage complex projects; track and control scope of work, resource utilization, schedules, and work accomplishments; initiate corrective actions as required; maintain contact with the client, resolve contractual conflicts, or elevate conflicts to branch level for resolution.

Facilitates the collection of project requirements, objectives, and customer expectations, and clearly communicates this information to project teams.

May require project updates to the Branch Manager(s), Directors, General Manager’s Office and local Air Force Director.

May have other project managers or project management analysts reporting to a position.

Responsible to deliver successful portfolio of projects safely, with all quality attributes, on time and within budget.

Perform cost and performance measurement analysis against planned and estimated scope.

Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).

Prepares and executes Project Plans using cost, schedule, and performance objectives, resourcing, verification and validation and risk management.

Support common work processes and procedures within assigned function across the TOS contract.

Require Earned Value Management System (EVMS) knowledge.

Assist other project managers, principles, or officers in the management of extremely large, multidiscipline projects.

It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.

Perform other related duties as required.

Basic Qualifications

B.S. degree and a minimum of six years progressive and relevant experience including team management and software development project management or a minimum of sixteen (16) years of progressive and relevant experience in lieu of degree. Additional relevant education can be substituted for overall experience.

Current U.S. Citizenship required.

Preferred Qualifications

A degree in a computer science discipline or engineering from an accredited university.

Basic knowledge of engineering, procurement, or other project-related activities.

Ability to organize and monitor a wide variety of team efforts to their successful conclusion.

Ability to adjust promptly and effectively to change.

Experience with development lifecycle methodologies such as Agile DevSecOps.

Demonstrated experience in a data engineering role.

Experience working with and creating data architectures. Knowledge of a variety of machine learning techniques and their real-world advantages/drawbacks.

Coding knowledge and experience with multiple languages.

Strong written and verbal communication skills.

Strong Microsoft Office skills.
