Applications will be accepted through 4:59 PM MST on the posting end date. The Division of Medicaid’s Bureau of Policy team is looking for a Medicaid Program Policy Analyst. The analyst reviews state and federal regulations, conducts research, writes policies, and makes recommendations for program changes and coverage. The role may also involve federal reporting, modifying the Idaho Medicaid state plan and waivers, drafting changes to Idaho rules and statutes, and other related tasks.

This is a statewide position and will report to the nearest DHW location. The position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and is subject to termination at any time.

Example of Duties

Identifies and researches regulations, programs, methods, issues, and providers.

Analyzes quality, quantity, and cost‑effectiveness of programs, methods, and procedures.

Determines and recommends program structure and implementation methods.

Develops and recommends policies and procedures.

Initiates and monitors promulgation and implementation of rules.

Ensures program compliance with laws, regulations, and guidelines.

Provides instruction to staff on policies, recipient eligibility, and claims processing procedures.

Advises recipients, providers, staff, and others on program requirements.

Provides liaison with related programs.

Minimum Qualifications

Good knowledge of health care delivery systems (typically gained by college courses and at least three years of professional experience, or five years in managerial/administrative roles).

Good knowledge of Medicaid laws and regulations (typically gained by coursework and at least one year of experience interpreting and applying Medicaid regulations).

Some knowledge of medical terminology (typically gained by a course or relevant healthcare experience).

Experience planning, organizing, monitoring, and evaluating a health‑care related program and analyzing cost‑effectiveness (typically at least one year of professional experience).

Experience interpreting and applying laws and regulations (typically at least one year of experience in a role involving analysis of laws or regulations).

Preferred Experience

Experience planning, organizing, monitoring, or evaluating a health‑care related program (at least one year of relevant experience).

Good knowledge of Medicaid laws and regulations (at least one year of experience interpreting and applying Medicaid regulations).

Experience planning for long‑term deliverables with milestones (at least one year of professional project‑management experience).

Experience organizing and analyzing complex subjects (at least one year of analytical experience).
