About this Role Office of Compliance – Internal Audits (OOC-IA) provides risk-based, independent, and objective assurance and consulting services designed to enhance and improve the DHCS operations and upholds organizational values. These services support DHCS management in achieving its objectives by assessing and monitoring DHCS in the discharge of its oversight, management, and operational responsibilities. OOC-IA provides a systematic, disciplined approach to evaluate and improve the effectiveness of DHCS’ risk management, internal controls, and governance processes. Under direction of the Assistant Chief Compliance Officer, the Supervising Management Auditor (SMA) is responsible for the total management of the audits and compliance program for Department of Health Care Services, including all Internal Audit staff. The incumbent ensures policies and procedures are compliant and consistent with all applicable federal and state laws, rules, and regulations, to promote operational efficiency and security.

Statement Of Qualifications Requirement Section Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The SOQ must include education and experience describing the following:

Effectively adjusts to evolving audit priorities, regulatory changes, and cross-departmental demands, ensuring continuity and compliance across internal audits, risk reviews, and external audit coordination.

Maintains professionalism and focus under pressure, managing high-stakes audits and reviews, tight deadlines, and sensitive investigations with discretion and persistence.

Applies sound judgment in managing sensitive audit engagements and investigations, including whistleblower complaints and compliance reviews, balancing transparency, confidentiality, and legal obligations while safeguarding operational integrity.

Leverages deep understanding of California’s health care delivery system, Medicaid operations, and regulatory environment to tailor audit strategies addressing healthcare-specific risks and performance goals.

Utilizes data mining and analytics tools to uncover trends, anomalies, and risk indicators, enhancing audit precision, resource allocation, and strategic insights for executive decision-making.

Telework and Salary Information Telework: This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions.
