This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing administrative support for emergency preparedness and response efforts to the Center for Preparedness and Response (CPR), including support for recruitment and hiring, document review and tracking, and training coordination. The incumbent works under the direction of the Staff Services Manager I in the Administration Unit within the CPR and performs complex administrative and analytical tasks, serves as backup Personnel Liaison and Attendance Coordinator, and coordinates with other units for the submission of Departmental Drills. The incumbent processes and handles sensitive and confidential administrative assignments and develops effective working relationships with CDPH management, staff, and programs through effective communication practices. In order to address urgent operational needs, the incumbent may, on occasion, be required to work outside core business hours, travel, and transport up to 25 lbs.

The Department of Public Health Sciences is a large and rapidly growing department in the School of Medicine, with five divisions and several graduate programs. With a research budget exceeding $70M/year and an approximate department budget of $26M/year, this position is critical to the department.

Minimum Qualifications

Bachelor's degree in a related area and/or equivalent experience/training.

Demonstrated experience in maintaining a high level of accuracy and attention to detail under multiple deadlines.

At least 2-4 years of experience in an administrative operations role, or an equivalent combination of education and experience.

Thorough knowledge of university rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.

Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.

Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.

Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.

Ability to work with little instruction on day-to-day assignments with some guidance provided on new projects.

Skilled in communicating clearly and effectively verbally and in writing.

Demonstrated ability to handle very difficult or volatile situations/individuals effectively.

Demonstrated analytical, active listening, and critical thinking skills.

Ability to use discretion and maintain confidentiality.

Strong skills in short-term planning, analysis, problem-solving, and customer service.

Preferred Qualifications

Knowledge of a human resources management system (SNOW), and / or other related business software programs and systems.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.

This position is critical, and employment is contingent upon successful completion of background investigation including criminal history and identity check.

Incumbent may be required, on short notice, to work irregular and overtime hours during disaster operations in order to support one of four CDPH Emergency Operation Centers (EOC).

The incumbent is required to participate on an CPR Incident Response Team (IRTV). Vacation time may be taken during fiscal closing (May – August) but may be limited depending on workload.

Special Requirements

This is a critical position, as defined by UC Policy and local procedures, and as such, employment is contingent upon clearing a criminal background check(s) and may include drug screening, medical evaluation clearance and functional capacity assessment.

This position is designated as a mandated reporter under CANRA and UC policy, and employment is contingent on compliance with applicable policies, procedures and training requirements.
