Under department leadership, the Compensation Manager will oversee the creation, implementation, and maintenance of the county's compensation policies, structure, and strategy, and assist in developing, introducing, and maintaining the new classification and compensation system. The Manager will create a collaborative atmosphere emphasizing customer service and ensure all county departments receive prompt compensation services. Essential Functions
Supports department leadership in design, implementation, and maintenance of the county's compensation structures, policies, and programs that align with county goals and attract, motivate, and retain talent. Supervises a team of compensation professionals; assigns tasks and manages day‑to‑day operations to ensure timely and accurate compensation analysis and execution. Manages the county's salary review process, including hiring pay rate, equity pay adjustments, merit increases, and bonuses. Conducts market research and analyzes salary data to benchmark compensation and ensure internal and external equity across all positions and departments. Leads job evaluation processes and ensures appropriate classification of positions based on responsibilities, skills, and market comparisons. Maintains the county classification system, revises classifications and job families as needed, and guides creation of new classifications. Provides data‑driven insights and reports on compensation trends, costs, and effectiveness, identifying opportunities for improvement. Ensures compliance with federal, state, and local laws and regulations related to compensation, including labor laws and wage‑hour compliance. Works closely with HR business partners, recruiters, and leadership teams to ensure compensation packages support recruitment, retention, and employee satisfaction. Educates and provides guidance to managers and employees on compensation policies, procedures, and programs. Classified as unclassified service and exempt from the Pima County Merit System Rules. Minimum Qualifications
Bachelor’s degree in public or business administration, human resources management, accounting/finance, or other closely related field and four years of professional‑level HR experience in compensation/classification; or relevant education may be substituted. Six years of experience within Pima County in a professional-level classification performing HR responsibilities. Qualifying education and experience must be clearly documented in the \"Education\" and \"Work Experience\" sections of the application. Seniority Level
