MANAGEMENT POLICY ANALYST IV (Grade 23) Fulton County – Atlanta, GA

Salary: $61,846.14 – $86,275.36 (approximately)

Minimum Qualifications Masters Degree in Public/Business Administration, a related field, or equivalent technical experience and certification; five years of progressively responsible experience in the area of assignment; OR a Bachelor’s degree with a minimum of seven (7) years of related experience; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Purpose of Classification The purpose of this classification is to coordinate special projects and conduct research and analysis of various County functions, services, and operations. The role provides professional‑level administrative and management support to the County Manager or other officials at the highest level of local government, serving as a direct liaison and providing operational and strategic analysis in support of County programs and services. The position is of a responsible, technical or professional level relative to a supporting role in management, but without supervisory responsibilities.

Essential Functions • Conducts operational research, productivity analyses and management studies to assist in the management of departmental operations, programs, and services; compiles and/or monitors administrative and statistical data; researches information; analyzes data and identifies trends; prepares reports; makes recommendations for policy and procedure changes; provides technical assistance and information to management to aid decision‑making. • Performs financial reviews and analyses for the department; compiles and evaluates operational data and cost histories; monitors billing activities, expenditures, and financial reports; conducts detailed cost analysis; recommends improvements in cost and operational effectiveness; participates in budget development. • Coordinates special projects for the department, including planning, design, implementation, and evaluation of moderate construction/maintenance projects, management studies, new program introductions, and professional services. • Oversees professional contractors and consultants; evaluates and selects contractors/consultants; monitors their performance; facilitates cooperation throughout the organization. • Supports strategic and long‑range planning for departmental operations; participates in local and regional planning; monitors legislation; ensures compliance with new legislation. • Administers grants for state and federally funded programs; compiles grant applications; researches funding sources; monitors compliance. • Responds to complaints and questions related to county or department operations; provides information and initiates problem resolution. • Represents the director and department at meetings, functions, and events; serves as liaison to civic or governmental organizations and committees; keeps the director apprised of activities. • Performs other related duties as required.
