The Division of Administration, Office of Technology Services has a vacancy located in the Operations Section. This position is assigned to pay grade TS-317 and is Req. 215573.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. OTS works to increase the return on the State's investment in technology by promoting smart decision‑making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
Job Duties
Oversee and manage the implementation and administration of the OTS Connect Billing Portal as Product Owner.
Serve as Super Admin for the OTS Connect Billing Portal system, providing access to both internal OTS staff and customer agencies/entities security administrators and assigning portal roles, including administration of internal user access and security permissions.
Lead all customer portal focus groups to solicit direct feedback from customers for future enhancements, improve user experience, and gather direct customer feedback.
Lead Architect in the design and implementation of all new and existing technologies within the Business section; Technical Lead with OTS InfoSec to ensure all technologies follow state and federal security policies and perform design and architectural review with other OTS sections as required.
Manage the development, maintenance, and analysis of multiple cost allocation models, allocating all agency costs to appropriate OTS lines of service for use in the rate development process.
Lead the development of OTS revenue and expenditure budget forecasts.
Maintain compliance with all state and federal cost allocations, cost recovery, and financial reporting governance.
Coordinate with the Office of Planning and Budget and the Department budget to forecast demand for IT services and associated funding requirements, complying with the associated funding requirements to submit as the OTS Statewide adjustment.
Develop and maintain the OTS financial structure by establishing applicable cost codes required for OTS cost allocation process for fiscal operations; provide cash flow analysis and develop projections on expenditure and revenue patterns.
Manage outstanding receivables, assist staff with outstanding customer issues, review and approve all expenditure corrections as needed for proper cost allocation, ensuring all correcting entries are completed in LaGov within the current fiscal month for proper allocation of cost, and manage all personnel allocation of costs.
Conduct cost‑benefit analysis to support capital investments in Information Technology systems and services.
Determine highly complex IT budgetary requirements associated with the investments and methods of cost recovery.
Track, monitor, and report OTS performance in the delivery of services through benchmarking and balanced scorecard analysis.
Qualifications
Seven years of experience in information technology or administrative services;
Six years of full‑time work experience in any field plus five years of experience in information technology or administrative services;
An associate’s degree in information technology plus five years of experience in information technology or administrative services;
A bachelor’s degree plus five years of experience in information technology or administrative services;
A bachelor’s degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services;
A master’s degree plus four years of experience in information technology or administrative services.
Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field.
NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
