Contract Specialist III – Minor Administrative Change (MAC) Lead Texas Health and Human Services Commission (HHSC) is seeking a Contract Specialist III to serve as the Minor Administrative Change (MAC) Lead within its Medicaid and CHIP Services (CAPM Office). The role is full‑time, non‑exempt, located at 701 W 51st St, Austin, TX, and draws a monthly salary of $4,263.16–$6,779.25 (TEXAS‑B‑20). Closing date: 12/24/2025.

Job Overview The position provides advanced consultative services and technical assistance to ensure contractor services meet contractual obligations and state expectations. The CSIII validates key performance measures, manages MACs for MMIS and MES contracts, oversees outreach, develops performance management plans, and coordinates with internal and external stakeholders.

Key Responsibilities

Lead the MAC process for Medicaid‑CHIP contracts: drafting, proofreading, editing, stakeholder identification, communication oversight, and legal issue resolution.

Develop, implement, and update complex performance management plans for Texas MMIS, MES, and other contracts, including routine on‑site reviews and periodic updates based on monitoring or audit findings.

Create and maintain governance documents; update the annual outreach presentation for all CACO stakeholders.

Provide technical assistance and coordinate contract change execution or approval in the CAPPS FIN and SCOR systems for CACO.

Maintain the Reference and Statement of Work (SOW) Guides for Medicaid contracts, incorporating amendments and MAC updates.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of Medicaid/CHIP, related state and federal laws, regulations, policies, and requirements.

Knowledge of contract management principles, guidelines, and effective management principles.

Knowledge of project management theories and practices for mid‑to‑large‑sized scope projects.

Knowledge of the Texas legislative process and public accountability systems.

Skill in communication and public speaking.

Skill in managing multiple and competing priorities.

Skill in identifying problems, evaluating alternatives, and implementing solutions.

Knowledge of leadership principles and the ability to interact with various leadership styles.

Certifications and Requirements

Must hold or obtain Certified Texas Contract Manager (CTCM) certification within 12 months of hire.

Initial Screening Criteria

Bachelor’s degree from an accredited college or university.

Three years of experience in contract administration, quality assurance monitoring, or performance management (or equivalent education/experience).
