About this position Operations Manager – Belcamp, MD. This role requires establishing and maintaining key relationships with Federal Government customers, identifying target requirements for construction work, developing proposals, pricing, work plans, and technical requirements to bid and secure awards, and more. Essential Duties & Responsibilities

Establishes and maintains key relationships with Federal Government customers. Identifies target requirements for construction work. Develops the proposals, pricing, work plan and technical requirements to bid and secure awards.

Identifies and hires key personnel and field staff to execute the work in the field and manages that staff actively.

Identifies and develops key subcontractors and vendors with the necessary qualifications to execute contracts successfully.

Implements office policies and establishes standards and procedures; measuring results against standards; making necessary adjustments.

Establish team atmosphere through leadership and employee development.

Manages engineering activities with our DORs.

Monitors quality control, safety, and efficiency for projects.

Reviews documents to address technical issues.

Frequent travel to job sites, customer offices, and meetings will be required.

Reviewing and incorporating historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports, job cost system, etc. into unit cost, man-hour, and crew production figures.

Interfacing with clients, internal teams, and subcontractors to provide reports and ensure quality deliverables.

Performing or coordinating detailed quantity takeoffs, assembling direct cost estimates and analyzing alternate methods/resources to determine and improve cost effectiveness.

Tracking awarded contracts with EACs as required through review of cost reports and discussions with project and construction management. Understanding and management of contract P&L.

Required (Minimum Necessary) Qualifications

Education: BS in Engineering, Management, or Accounting/Finance.

Experience: Ten (10) years managing multiple construction projects or program projects.

Experience with OSHA, EM385, and other regulatory requirements and industry standards.

Experience identifying, hiring, directing, training, and motivating field personnel.

Strong business, construction management, and delivery methodologies background.

Must be able to obtain military base passes and operate motor vehicles on federal facilities.

Must be able to obtain clearance as required depending on contract requirements.

Min of ten years’ experience managing federal contracts, especially with DoD.

Technical writing expertise and ability to work with a proposal team as the subject matter expert on construction work.

Effective interpersonal, oral, written communication, and time management skills.

Analytical with attention to detail, task-oriented, self-motivated, and able to multitask under pressure while meeting deadlines.

Knowledge, Skills, Abilities, And Other Characteristics

Strong communication and interpersonal skills to effectively lead and collaborate with diverse teams.

Strong computer skills including Microsoft Office Suite programs.

Ability to identify issues/problems and provide solutions.

Preferred

Professional registration.

Work Environment The work environment is primarily in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. Occasional travel may be required.

Supervisory Responsibilities

This position will have supervisory responsibilities.

Supervise/manage/direct the selection, training, development, appraisal, and work assignments of project personnel.

General Direction: receive very general guidance with respect to overall objectives; work is usually quite independent of management; operate within division or department policy guidelines using independent judgment in achieving assigned objectives.

DOT Covered/Safety‑Sensitive Role Requirements

This position is not subject to federal requirements regarding Department of Transportation “safety‑sensitive” functions.

Additional Qualifying Factors As a condition of employment, you will be required to pass a pre‑employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
