Program Cost and Schedule Control Analyst – Level 2 or 3
Location:
Promontory, UT Salary: Primary Level $65,500.00 - $98,300.00; Secondary Level $81,400.00 - $122,000.00
Northrop Grumman is seeking a Program Cost and Schedule Control Analyst to support the Rocket System Launch Program (RSLP). The role can be filled at either Level 2 or Level 3.
Role And Impact
Perform Earned Value Management (EVM) tasks, Integrated Baseline Review (IBR), and internal EVM reporting.
Set up and maintain cost control systems; monitor and control costs and schedules on contracts requiring validated cost schedule control systems.
Analyze and prepare reports to ensure contracts remain within negotiated parameters and government cost‑control guidelines.
Support Control Account Managers (CAMs) in the Variance Analysis Reporting (VAR) process.
Lead the Baseline Change Control process, documenting and implementing change requests into the cost management system (Cobra).
Prepare budgets, schedules, and forecasts for contract work; assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
Incorporate contractual changes into control systems, maintaining realistic contract cost and schedule baselines.
Perform monthly, quarterly, and annual Estimates at Complete (EACs).
Prepare and follow up on all required financial reports.
Communicate financial status, metrics, and deliverables to leadership and customers.
Participate in knowledge transfer and best‑practice sharing with peers.
Assist in preparing for internal and external audits.
Establish budget/EAC, analyze capital expenditures, and prepare reports for programs.
Perform other duties as assigned.
Basic Qualifications
Level 2: Bachelor’s degree with 2+ years or Master’s degree with 1+ year of relevant Business Management/Finance experience.
Level 3: Bachelor’s degree with 5+ years or Master’s degree with 3+ years of relevant Business Management/Finance experience.
Will consider an additional 4+ years of experience in lieu of a degree.
Experience in cost management, finance management, or pricing & estimating.
Experience successfully managing and producing data with strict deadlines.
Experience with financial analysis and/or reporting.
Earned Value Management System (EVM) experience.
Strong PC skills and proficiency with Microsoft Office Suite, including MS Excel.
Strong analytical ability.
Must be able to obtain and maintain a U.S. Government DoD Secret security clearance. U.S. citizenship is required.
Preferred Qualifications
EVM experience related to DCAA and DCMA compliance.
Experience with cost management software including Deltek Cobra.
Experience with scheduling software including Oracle Primavera P6 and/or Microsoft Project.
Experience with materials planning and management software including Deltek Costpoint and/or SAP.
Aerospace/Defense Industry experience.
