We provide specialized IT, Program Management, and operational support to the Federal Government. We are seeking a highly qualified Program Manager to lead our team supporting the Air Force Financial Service Center (AFFSC) at Ellsworth AFB.
Position Summary The Program Manager (PM) will serve as the primary on-site point of contact for the Air Force Installation and Mission Support Center (AFIMSC/FMFK) travel-pay operations. The PM is responsible for the oversight, management, and performance of a team of up to 37 Financial Service Technicians (FSTs) processing approximately 89,700 annual travel payments. This is a managerial role focused on operational efficiency, staffing, and quality control; the PM will not perform voucher production work.
Requirements Key Responsibilities
Team Leadership:
Act as the focal point for all contractor personnel actions, including recruitment, hiring, performance evaluations, and disciplinary measures.
Operational Oversight:
Ensure the team meets all Performance Work Statement (PWS) thresholds, including daily production metrics (averaging 25 vouchers per FST) and accuracy standards (95%).
Training Management:
Oversee the development and execution of the FST initial training program and On-the-Job Training (OJT), ensuring all personnel reach full proficiency within 120 days.
Staffing & Retention:
Maintain a minimum staffing level of 80% of authorized positions at all times.
Government Liaison:
Collaborate with AFIMSC/FMFK leadership to address mission objectives, regulatory compliance, and workplace concerns.
Security Coordination:
Serve as the liaison for security clearance actions and ensure all staff maintain required access (IT Level II).
Required Qualifications
Experience:
Minimum of
one (1) year
of Program Management experience managing a staff of
18 or more personnel
in a production-based environment. This experience must have occurred within the last five years.
Certification:
Must possess and provide documentation of completed
manager or supervisory training
(e.g., PMP, leadership certification, or corporate management training).
Security Clearance:
Must possess a minimum
Interim Secret
clearance eligibility prior to the start of work.
Education:
Bachelor’s degree in Business, Management, or a related field (preferred).
Preferred Skills
Familiarity with Air Force Financial Management systems such as RTS, FMWF, DTS, DJMS, or DEAMS.
Experience working within a government contracting environment, specifically with Firm-Fixed-Price (FFP) contracts.
Strong communication skills and the ability to cultivate a work environment free from discrimination and harassment.
