Code Compliance Officer: $44,801.88 – $64,964.24 annually / $21.53 – $31.23 hourly

Senior Code Compliance Officer: $54,118.99 – $78,474.38 annually / $26.01 – $37.72 hourly

Position Summary The purpose of this position is to investigate, interpret, and enforce commercial, residential, and miscellaneous ordinance violations for the City. Employees perform technical level work, issuing notices of violation and citations, preparing cases for the judicial process, and serving as a public information resource.

Essential Duties and Responsibilities Code Compliance Officer

Enforce City ordinances and codes (property maintenance, landscaping, abandoned vehicles, structural safety, zoning, signs, fences, pools, water, dumping, lighting, noise, parking, outdoor storage, drought management, and other public health and safety issues).

Issue municipal court citations for violations.

Testify and present evidence at court hearings.

Research and investigate violations, prepare cases, photograph evidence.

Determine substandard structure conditions for the Building and Standards Commission.

Investigate and resolve citizen complaints.

Initiate towing of inoperable or illegally parked vehicles for public nuisance abatement.

Prepare Investigation and Abatement warrants and execute them.

Maintain reports and records (door hangers, electronic files, inspection reports, incident reports, notices of violation).

Respond to citizen inquiries orally and in writing.

Investigate and monitor construction activities, enforce permits, issue citations or stop works, perform follow‑up.

Make copies and mail notifications and citations.

Perform related work as directed.

Comply with City policies and procedures.

Adhere to assigned work schedule.

Senior Code Compliance Officer

Assist the Code Enforcement Supervisor in prioritizing case assignments and managing case routing.

Present public speaking presentations to boards, commissions, homeowners associations, and other groups.

Mentor Code Enforcement Officers in training and complex matters.

Share expertise to improve other employees and the organization.

Help establish standard operating procedures, set priorities, expedite resolution of issues.

Conduct research and produce reports or analytical information.

Coordinate joint abatement and investigation activities with other departments and agencies.

Serve as backup for the Code Enforcement Supervisor as needed.

Handle sensitive and controversial inquiries and complaints.

Act as Officer in Charge when the Code Compliance Manager is absent.

Work evenings, weekends, or holidays as required.

Travel to meetings as needed.

Required Qualifications

High school diploma or GED.

Valid Texas Driver’s License.

Ability to obtain State of Texas Code Enforcement certification within one year of employment.

Data entry skills and effective written and oral communication.

Additional Qualifications for Senior Code Compliance Officer

Three (3) years of progressive Code Enforcement experience.

Ability to obtain State of Texas Code Enforcement certification and ICC IPMC (International and Property Maintenance Code) certification within one year.

ICC IPMC certification.

Ability to speak and write Spanish (preferred).

Preferred Qualifications (Code Compliance Officer)

Current State of Texas Code Enforcement Officer Certification.

Conditions of Employment

Must pass a drug screen and background check.

Must have a Class C Texas Driver’s License.

Physical Demands Up to two‑thirds of job time involves sitting, talking, hearing, and lifting or exerting up to 100+ pounds. Under one‑third involves standing, walking, handling objects, reaching, climbing, etc. Vision requirements include close, distance, color, peripheral, depth perception, and focus adjustment.

Work Environment Exposure to outdoor weather conditions for most of the job; occasional exposure to extreme cold, heat, wet or humid conditions, high locations, fumes, airborne particles, and chemicals.
