Job Summary
Process Equipment & Controls (PEC) is seeking an experienced SCADA / BMS / EPMS Integration Project Coordinator to oversee and govern the execution of complex controls systems delivered by major subcontractors on large‑scale industrial and critical facility projects, including hyperscale data centers. This role serves as PEC’s primary point of accountability for subcontractor‑executed SCADA, BMS, and EPMS scopes of work. The position is focused on project governance, scope enforcement, integration coordination, risk management, and commissioning oversight, ensuring all systems are delivered in strict compliance with Engineer of Record (EOR) design documents and Owner requirements. The Integration Project Manager does NOT perform system design or programming but ensures that all configuration, implementation, testing, documentation, and turnover activities are executed correctly, completely, and contractually.
Key Responsibilities and Duties
Serve as PEC’s primary point of contact for SCADA, BMS, and EPMS subcontractors.
Oversee subcontractor execution of SCADA configuration/implementation and Division 25 BMS/EPMS scopes.
Ensure strict compliance with design documents, standards, and requirements prepared by the Engineer of Record (EOR).
Enforce contractual requirements related to scope, schedule, quality, safety, and documentation.
Manage subcontractor progress tracking, deliverables, and performance against the project schedule.
Validate that subcontractor activities are limited to configuration, implementation, integration, monitoring, visualization, alarming, and data presentation as defined in contract documents.
Strictly enforce subcontractor exclusions, including but not limited to:
Control system design services
PLC, RTU, or OEM equipment programming
Relay protection configuration
Electrical construction or trade work
Verify that physical infrastructure, pathways, power distribution, network connectivity, virtualization platforms, and core cybersecurity controls are being provided by others as assumed in the subcontract.
Manage and administer the formal change order process for any deviation from EOR‑issued documents.
Identify scope gaps, conflicts, or risks early and escalates appropriately.
Review subcontractor Schedule of Values (SOV) and AIA billing for accuracy and contractual compliance.
Support cost forecasting, change tracking, and financial reporting related to assigned scopes.
Coordinate subcontractor activities with PEC internal teams, other trades, commissioning agents, Owner representatives, and EOR.
Support schedule adherence through phased construction, commissioning, and turnover milestones.
Manage the handoff and validation of data ingestion from BMS and EPMS systems through the Integration Control System (ICS) layer into SCADA.
Ensure SCADA system configuration aligns with Owner and EOR cybersecurity standards and requirements.
Coordinate subcontractor participation in commissioning activities, including:
SCADA: Level 2 through Level 5 commissioning
BMS / EPMS: Level 1 through Level 5 commissioning
Actively support Integrated Systems Testing (IST) planning and execution.
Verify completion and quality of all required documentation, including:
SCADA configuration documentation
Tag lists and point schedules
Alarm matrices and priorities
Graphics inventories
Test scripts and test records
Ensure required training, system walkthroughs, and knowledge transfer are completed per contract requirements.
Qualifications
Proven experience managing large‑scale industrial automation, critical facilities, or data center projects.
Strong subcontract management, contractual, and financial oversight skills.
Demonstrated ability to manage scope risk and enforce contractual boundaries.
Deep technical understanding of SCADA, BMS, and EPMS system architectures.
Experience coordinating complex system integrations across multiple disciplines and trades.
Strong communication skills with the ability to interface effectively with Owners, Engineers, subcontractors, and internal leadership.
SCADA platforms, including Ignition SCADA.
Rockwell / Allen‑Bradley control environments.
Industrial and building system protocols, including:
BACnet
Modbus
OPC‑UA
SNMP
Familiarity with data center operational requirements, redundancy concepts, and commissioning methodologies is strongly preferred.
Familiarity with Division 25 specifications and Integrated Systems Testing (IST).
Prior experience working under a formal Engineer of Record (EOR) model.
