Salary $32.51 - $48.65/hour; $5,635.07 - $8,432.67/month; $67,620.80 - $101,192.00/year Employees in this class serve as a mid-level rank within the Purchasing Department. This highly dynamic role is responsible for specialized and technical municipal procurement work involving all phases of the procurement process and research and analysis using technical information and specialized software. Nature Of Work

Anemployee in this class is responsible for managing all procurement activitywithin assigned classifications. Tasks are of more than average difficulty andinclude forecasting requirements through analysis of historical data;researching and forecasting of market trends; developing advantageouscontracts; reviewing and developing specifications; advertising and awarding ofbids and contracts; and initiation of authorizing City Council resolutions. Inaddition, employees in this class are responsible for research and analysis ofall commodity classifications and various other comparative purchasinganalyses. Tasks are of considerable difficulty and include development offorecasting and analytical methods, design and preparation of reports, use ofspecialized software programs, recommendation of improved methods, andpreparing/developing procedures. Under general supervision, employees arerequired to exercise considerable initiative and independent judgment. Work isreviewed through observation, conferences, documents, and reports submitted. Examples of Duties

Reviews historical data for each assigned commodity class and developsmanagement plan to provide advantageous prices and expeditious delivery throughan effective balance of term contracts, blanket purchase orders, andopen-market purchases. Administers city-wide contracts through review of vendor performance anddelivery history; develops advantageous contract terms and conditions;determines whether it is in the best interest of the city to renew or re-bidcontracts; assures that contracts are properly executed; maintains contractfiles. Reviews user department generated requests for the procurement of goodsand services; recommends changes or substitutions, when necessary, to reducecost, improve quality and/or facilitate delivery; reviews specifications forcompetitiveness, fitness for purpose, and format; reviews single sourcerequests for validity, recommending other sources where appropriate; reviewsblanket purchase order requests for reasonableness, recommending alternativemethods when advantageous for the city. Advertises formal bids and solicits quotations; determines when pre-bidconferences are required and presides over them, analyzes bids to assurecompliance with City Charter, bidding laws, and purchasing procedures; reviewsbid submissions and/or samples to assure that purchases comply withspecifications and requirements; initiates authorizing resolutions forPurchasing Director, Mayor, and City Council approval. Interviews vendors and their representatives; continually develops theWomen/Minority Business Enterprises (W/MBE) vendor list, referring potentialcandidates to the W/MBE office for certification; develops reliable suppliersby constant evaluation of service and performance. Acts expeditiously, in emergencies, to secure required goods or services,soliciting competitive quotations, when practical; requires and reviewsemergency documentation; prepares approving resolution for the PurchasingDirector, Mayor, and City Council approval. Reviews and analyzes total procurement activity within and acrosscommodity classifications; designs analytical reports for the use of managementand lower-level procurement personnel; develops analytical techniques. Consults with responsible procurement personnel regarding contractualcoverage, market conditions, market forecasting, competition, and W/MBEdevelopment within commodity classifications. Completes various special assignments as requested by management. Performs related work as required. Knowledge, Skills & Abilities

Extensive knowledge of : the principles, ethicalstandards and priorities of governmental purchasing; municipal purchasing laws,City Charter, City Code, regulations, and procedures; grades, qualities, supplysources, and market factors for commodities and equipment frequently requiredby large municipalities; computer technology and use; specialized analyticalsoftware packages. Considerable knowledge of :anti-trust laws andcontract law under the Uniform Commercial Code; economic and financialprinciples. Ability to :develop, prepare and present detailed analytical reports formanagement use; analyze detailed historical purchasing data; prepare andpresent meaningful summary reports; prepare detailed management plans forassigned classes; prepare clear, concise business correspondence and managementreports; review the work of others, acting as consultant to departmentpersonnel engaged in purchasing activities; perform value analysis,forecasting, statistical, and economic computations; conduct and preside oversmall and large meetings; establish and maintain effective workingrelationships with City employees, officials, bidders, vendors, and othergovernmental agencies. Physical Requirements

Mostly sedentary, indoors, requires extended useof computer, typing and viewing monitor. Minimum Qualifications

Graduationfrom an accredited college or university with a bachelor’s degree andthree(3) years of experience in high value and volume purchasing operations,

analysis of data, or a related field(certification through the National Institute of Governmental Purchasing (NIGP)or the Universal Public Procurement Certification Council (UPPCC) cansubstitute for a portion of the education. Licenses or Certifications

Certification through the National Institute of Public Procurement(NIGP) or the Universal Public Procurement Certification Council (UPPCC) ishighly recommended. Possession of a valid Florida driver’s license required. Examination

Evaluationofeducation and experience. Drug testing is included in allpre-employment processing. Comments

Employeesmay be required to work rotating shifts, including nights, weekends, holidays,and overtime as needed. During periods when the Mayor issues an emergencydeclaration for the City of Tampa, all employees may be required to work inpreparation, response or recovery activities related to the stated emergency.
