Anticipated Hiring Range: $60,000 - $72,750 annually Full Pay Range: $60,000 - $85,500 annually Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The position is not eligible for overtime compensation.

About The Position The Junior Procurement Officer is an entry‑level opportunity designed for individuals eager to develop skills in government purchasing. In this role you will support the acquisition of commodities, professional services, and design and construction‑related services for county facilities, gaining hands‑on experience in procurement best practices, regulatory compliance, federal grant requirements, and ethical purchasing standards.

Note: This is a contract position that is expected to end December 31, 2026.

Responsibilities

Review and analyze complex procurements, determine appropriateness, and research market conditions and pricing trends.

Coordinate with user departments and project managers to develop procurement requirements and specifications for solicitations; prepare and issue formal solicitations (e.g., Invites for Bids, RFPs, RQs, Design‑Build, CMR).

Conduct public pre‑bid/proposal conferences and public solicitation openings; chair evaluation meetings and request Best and Final Offers.

Negotiate contract terms, award contracts, monitor vendor performance, review requests for contract changes, and present justifications.

Evaluate responses to solicitations using vendor qualifications, price, and conformance requirements, employing economic and statistical data.

Issue formal determinations (Notice to Cure, Notice of Cancellation, etc.), and provide recommendations on legal determinations per applicable statutes and the Maricopa County Procurement Code.

Develop and manage centralized, enterprise‑level contracts, including requirements analysis, evaluation, and approval of change orders and amendments.

Qualifications

Bachelor’s degree in supply chain management, finance, business management, public administration, public policy, or related field.

Other bachelor’s degrees may be considered with at least one year of professional procurement experience.

Prior public sector procurement experience is desired.

Working Conditions

Office or administrative work; not substantially exposed to adverse environmental conditions.

Schedule: Monday‑Friday, 8 am – 5 pm; located in the Downtown Phoenix office.

Must be able to lift up to 10 lbs occasionally; largely sedentary.
