Water/Wastewater Project Manager - Lubbock, Texas
Garver is seeking a
Water/Wastewater Project Manager
in Lubbock, TX or Amarillo, TX to join our established
Texas
Water team working on municipal water and wastewater infrastructure and treatment facility specific projects. The Project Manager will manage tasks ranging from design reports, studies, technical memoranda, detailed plans, and specifications. The Project Manager must be capable of working closely with municipal clients to ensure their expectations of services are exceeded.
Responsibilities Specifically, responsibilities will include design and managing a variety of projects related to:
Water conveyance and distribution, including pump stations and storage facilities
Wastewater conveyance and collection, including lift stations and force mains
Pipeline inspection and rehabilitation
Water, Wastewater, and Reuse master planning
Water, Wastewater, and Reuse treatment facilities
The role also involves coordination with other support disciplines, regulation agencies, quality assurance and quality control. Periodic travel on an as‑needed basis for projects, conferences, marketing, and other duties will be required.
The Project Manager will assist the Regional Team Leader in managing and mentoring internal staff, coordinating schedules, monitoring budgets, and ensuring the delivery of quality products that adhere to Garver standardization. This Project Manager will also be responsible for setting up and attending client meetings related to projects or business development and attending industry conferences on behalf of Garver's Water Business Line.
Qualified Candidates Must Have
Technical competence with water or wastewater treatment and civil engineering
Ability to manage scope, budget, and schedule for a team of multi‑disciplined project engineers, design engineers, and CAD technicians for Garver’s Water Business Line projects.
Experience managing multiple projects concurrently.
Skill in managing project budgets, including detailed project instructions, scope of work, level of effort, and associated man‑hour estimates.
Strong time‑management and work‑product quality focus.
Routine project accounting monitoring on all assigned projects.
Conduct written and oral project reporting for clients and internal Garver team leaders, covering design status, milestones, accounting, percent complete, and progress reports.
Prepare and execute Quality Assurance and Quality Control Plans.
Lead internal and external project workshops.
Maintain continuing education and learning based on project and organizational needs.
Conduct construction engineering administration management (excluding construction observation) for local projects.
Requirements
Bachelor’s degree in civil or environmental engineering from an ABET‑accredited program.
Four or more years of similar technical experience in design and construction of municipal water and wastewater facilities.
Must be registered as a Professional Engineer (PE) in the State of Texas.
Experience with the design of detailed plans and specifications for water and wastewater infrastructure and/or treatment projects.
Basic understanding of multi‑disciplined practices required for water/wastewater facility improvements (process, surveying, SUE, geotechnical, structural, mechanical, electrical, instrumentation & control).
Basic understanding of water and wastewater pipeline infrastructure systems.
Strong communication skills.
Passion about client service and the water industry.
Strong work ethic.
Proficiency with MS Word, Excel, Power Point, Project, Teams, and Outlook.
Ability and passion to outreach to existing and new clients for business development purposes.
