Provides customer service for vehicle titles and registration activities in the Salvage Unit of the Vehicle Titles and Registration Division (VTR). Work involves handling confidential and sensitive correspondence and communications regarding compliance with State and Federal vehicle titles and registration laws, rules and regulations. Work requires contact with governmental agencies and extensive contact with the public. Employees at this level work independently on assignments; however, all unusual issues are referred to the supervisor.
ESSENTIAL DUTIES
Provides routine information and assistance pertaining to vehicle titles and registration procedures, laws, rules and/or regulations; refers customers to appropriate source for complex problems or questions; processes special applications and reports.
Analyzes title release reports to ensure timely issuance.
In the division headquarters, acts as a liaison with other work units within the branch.
Researches and analyzes manuals, regulations and laws to ensure compliance with established procedures and resolves problems.
Processes applications for titles and registrations which require special expertise or additional research.
Examines applications and supporting documentation to ensure compliance with departmental regulations and titles and registration laws.
Makes complex decisions based on interactive inquiries and dialog with appropriate titles and registration software applications.
Assists in analyzing and verifying evidence presented in support of applications for exempt transfer of titles and registration for motor vehicles and approves/disapproves applications.
Assists in researching laws to ensure compliance and verify exempt status of agencies and maintains a listing of applicable laws and exempt agencies.
Maintains a specialized expertise in resident and non‑resident vehicle titles and registration laws, rules, regulations, policies and procedures.
Travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
QUALIFICATIONS
Education:
Graduation from high school or equivalent. Additional education may be substituted for experience on a year per year basis.
Experience:
Two (2) years of experience in a high‑volume customer service, data entry/management, auditing or general office administration environment. Experience requirements may be satisfied by full‑time experience or the prorated part‑time equivalent.
TRAVEL May travel up to 5% of the time.
REGISTRATION, CERTIFICATION AND/OR LICENSURE A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
