Job Summary The Deputy Operations Manager for Custom Arc is responsible for managing supervisors and directing welding operations across multiple projects. Supervises and directs craft professionals, subordinate supervisors, and others as assigned. Ensures assigned construction performance follows specifications and stays within schedules and budgets. Must be willing to work a flexible schedule if required, including nightshift, split shift, or day shift work. Must be able to walk into and out of the project, and use appropriate PPE.
Major Responsibilities
Coordinate with Discipline Superintendents and the Lead Field Welding Engineer to validate manpower and welder qualification requirements.
Provide direction to Welding Superintendents, Welding General Foremen and Foreman to support welding initiatives across the project, ensuring welder skill sets meet first‑time quality with minimal rework.
Review weekly scheduled work plans with discipline superintendents for pipe commodities to ensure necessary welder resources and qualifications.
Identify and elevate scheduling concerns and constraints to the construction management team.
Provide input to weekly production meetings to ensure sufficient welder support by area.
Supervise and coordinate daily with direct hire and subcontract representatives on pipe construction activities, including fabrication and materials management.
Ensure welding commodities, equipment, and consumables gases are available and staged in assigned areas.
Interface with Site Management and Client / Owner as required.
Supervise and direct craft activities, subordinate superintendents, and others.
Manage established area operational plans.
Schedule work and review accomplishments for each craft.
Support, coordinate and report field activities of construction subcontracts.
Determine workforce requirements.
Participate in weekly cost and schedule reviews with senior management.
Coordinate and direct multi‑discipline craft activities within specific areas or across related disciplines.
Forecast labor unit rates, field distributables, construction equipment, and quantities.
Coordinate construction operations impact on external interfaces to align with overall schedules.
Coordinate with subcontractors and external stakeholders to plan construction schedules.
Safety and Quality
Monitor work activities and ensure quality of work performed.
Work with Construction Field Engineers, Foremen, and Craft Professionals in interpreting engineering design documents, vendor documents, and other technical documents; coordinate engineering solutions with subcontractors and crew.
Coordinate with Design on constructability issues.
Participate in development of Commodity Installation means and methods.
Develop understanding of industry / International Codes & Standards applicable to the work scope.
Represent Bechtel in external meetings with local union officials.
Supervise implementation of process improvement initiatives with union officials, construction management; review policies and practice and recommend changes.
Participate in delivery of craft new hire orientation.
Support and coach field supervision on managing performance of craft employees.
Handle Labor Relations activities on small to medium sized projects, including resolving work stoppages.
Work with local and regional labor union representatives to maintain cooperative labor‑management relations.
Decide on necessary preventative and/or corrective actions to minimize labor problems that could cause work stoppages or schedule delays.
Ensure subcontractor representatives enforce labor contracts and work rules uniformly.
Education and Experience Requirements
Requires bachelor’s degree (or international equivalent) and 10‑13 years of relevant experience or 14‑17 years of relevant work experience.
Minimum of 16 to 20 years industry experience in welding and welding supervision with a minimum 16 years Bechtel experience; knowledge of supervisory functions relating to field welding activities.
Required Knowledge and Skills
Heavy industrial direct hire construction experience commensurate with union projects.
Knowledge of supervisory functions relating to field welding activities.
Good communication skills, both verbal and written.
Computer literate in word processing, spreadsheets, and database applications.
Working knowledge of applicable industry codes and standards.
Excellent communication and problem‑solving ability.
Ability to develop a 3‑week look‑ahead schedule.
Demonstrated ability to manage and lead teams.
