Base pay range: $20.00/hr – $26.00/hr

The Community Manager is responsible for overseeing the daily operations of a 60‑unit affordable tax‑credit property serving elderly residents. The role ensures that the community remains safe, well‑maintained, and compliant with all housing regulations and tax credit requirements. The Community Manager provides responsive, resident‑centered support, coordinates maintenance needs, manages leasing and occupancy processes, and maintains accurate records. This position plays a key role in fostering a positive living environment and ensuring that residents receive quality service and support.

Responsibilities

Understand and enforce the Catholic Charities Housing Services (CCHS) property management policies and procedures, the community’s rules and regulations, and the terms of the lease and addenda.

Achieve the goals and objectives established for the property.

Comply with the Washington State Residential Landlord & Tenant Act and all other governmental laws and regulations.

Immediately report any safety or health hazard or event to a supervisor.

Operate the property within budgeted guidelines.

Ensure all services and work are completed as contracted prior to approval of invoices.

Ensure all invoices are coded in accordance with the descriptive Chart of Accounts and promptly approve and submit them for payment.

Ensure site employees promote high standards of professional appearance and positive relationships with residents, owners, co‑workers, contractors, and vendors.

Ensure courteous and timely response to all resident requests and work orders and implement resident retention programs.

Monitor and verify that applicants selected from the waiting list are qualified in compliance with funder requirements.

Assist in budget preparation and tracking.

Show units available to be rented, conduct move‑in inspections, and complete condition checklists with the Maintenance Technician.

Personally inspect the property daily, including common areas, parking lots, and vacant apartments.

Verify and recertify resident income, assets, and applicable deductions per funding requirements to determine eligibility.

Prepare and distribute financial, leasing, and other related reports promptly.

Maintain accurate and complete resident, unit, and property records.

Collaborate with the Residential Services Coordinator to ensure that resident services and property management are compatible.

Ensure tenants are timely in payment of rent, maintenance charges, and other dues.

Issue warning notices and eviction notices, coordinate repayment plans, and attend tenant hearings.

Ensure compliance with Fair Housing Laws and facilitate positive resolution of tenant‑related problems and complaints, referring residents to appropriate service providers as necessary.

Obtain competitive bids and proposals for any work or services necessary for daily operations of the property.

Perform all work assignments as requested by supervisor.

Qualifications

Job Requirements:

The following requirements are normally required for the performance of this position. Physical Requirements:

Education:

High School Diploma or General Equivalency Diploma (GED).

Experience:

Prior working experience in the property management field; demonstrated computer, accounting, and clerical skills; two years of supervisory experience preferred.

Special Skills:

Proficiency in Word, Excel, Outlook, Adobe, and property management software applications; knowledge of pertinent federal, state, and local codes, laws, and regulations; self‑motivation and ability to work independently; ability to work well with people from diverse backgrounds; basic math skills; bilingual (English/Spanish) preferred.

Licensure, Registration, Certification:

Valid Washington State driver’s license and minimum required liability insurance for WA State; deemed insurable by Catholic Charities’ liability insurance provider.

Employment Is Conditional Upon:

Being cleared by criminal background check and fingerprinting when required.

Wage Range $20 – $26 per hour, depending on experience. This position includes a two‑bedroom on‑site manager unit as part of the compensation package.

Work Schedule Monday – Friday, 8 AM to 5 PM
