Job Description
Experience:
Project management and technical design/implementation of eligibility systems for SNAP/TANF.
Background:
System development supporting mid‑to‑large‑scale human services enterprise systems.
Knowledge:
USDA‑FNS guidelines, state government environment, DHS program areas and technical staff interactions.
Oversight:
Project life cycles and development release planning.
Eligibility systems:
Automated eligibility determination systems for SNAP, TANF eligibility, SNAP E&T, benefits, and benefit recovery.
Mainframe CICS systems:
Subject‑matter expertise and recommendations for enhancements.
Documentation:
Development, maintenance, and updating of policies, procedures, and processes.
Business requirements:
Work with customers to elicit requirements.
Standards:
Define and implement standards, new technical direction, and issue resolution and process refinement.
Team leadership:
Leading a development team.
Policy knowledge:
SNAP, TANF eligibility, economic assistance policies, state and federal mandates, and systems similar to MAVS.
Systems:
Interpreting, designing, and implementing federal and state mandates in Linux systems.
Analytics:
Advanced experience in data analytics using relational databases such as SQL Server.
Operating systems:
Working knowledge of Unix/Linux.
Database:
Experience with Microsoft SQL Server.
SQL:
Proficiency in writing SQL.
Tools:
Proficiency in JIRA and GILab.
Certifications
Certified Professional in Business Analysis
Certified Agile Practitioner
