Must have 4-7 years of experience as a Business Analyst (BA) with experience with SNAP, HEAP, PA, Fair Hearings, and Child Support .

Mandatory Qualifications:

7 years of experience as a Business Analyst.

7 years of experience as a Business Analyst (BA) reading/understanding legacy business and system rules to document modernized rules based on program domain knowledge.

4-7 years of experience as a Business Analyst (BA) possessing in depth domain knowledge of SNAP, HEAP, PA, Fair Hearings, and Child Support.

4-7 years of experience with creating training manuals/documentation.

Desired Qualifications:

4-7 years of experience as a Business Analyst (BA) for state eligibility programs the Human Service domain within a State-supervised, locally administered environments.

4-7 years of experience as a Business Analyst (BA) responsible for setting stakeholder workshop topics, training system users, and adhering to project timelines.

4-7 years of experience as a Business Analyst (BA) creating As Is and To Be artifacts including but not limited to: User stories, Acceptance Criteria, Use Cases, Screen Prototypes, Data Specifications, UML diagrams.

4-7 years of experience as a Business Analyst (BA) performing business process reengineering and optimization, including analyzing mainframe logic and formulating modernized To-Be processes for increased business efficiencies.

4-7 years of experience as a Business Analyst (BA) conducting interface analysis of legacy applications and mapping to modernized solutions, system gap analysis, plus basic scripting and query abilities.

Responsibilities: Candidate will conduct requirements analysis of legacy systems and processes and elicit, analyze, and document requirements for the implementation of the transformed system. Day-to-day tasks include:

Identifying and documenting as-is and to-be system requirements and design using the IES prescribed business analysis methodology, processes, and tools.

Conducting systems analysis and documentation on legacy mainframe systems.

Meet with relevant stakeholders, including state agency and local district subject matter experts, users, and executive teams to elicit requirements.

Produce work products that reflect and ensure system planning, design, and delivery are aligned with business needs.

Understand and adhere to project timelines and priorities.
