Policy and Strategy Implementation Lead, Bureau Office of the CPHDS Chiefs
The Center for Population Health Data Science (CPHDS) launches to modernize data and link public health, healthcare, and social services. As Policy and Strategy Implementation Lead, you will strengthen citywide population health surveillance by translating research findings into actionable policy and implementation plans.
Responsibilities
Conduct independent research and analysis in epidemiology, policy, leadership, data engineering, confidentiality, data science, and data interoperability across the data lifecycle.
Summarize and present research results to inform regulatory, policy, and implementation matters.
Translate research findings, visioning plans, and roadmaps into actionable processes and implementation plans.
Research and evaluate policy problems and solutions, including fiscal and public health impact, and connections to larger city, state, and federal initiatives.
Analyze, interpret, and draft legal and regulatory analysis in support of proposed and related data initiatives.
Maintain records and prepare reports on the use of data generated by the NYC Health Department to characterize policy impact and advise strategies to achieve goals.
Compose, edit, and review communication content and materials on data–related policy issues (presentations, talking points, one‑pager, letters, web content).
Develop, monitor, and evaluate plans for the implementation of policies and recommendations informed by strategy‑related research.
Assist in coordinating the Center’s research efforts with projects in other agencies or institutions.
Collaborate across CPHDS and agency‑wide data and informatics staff to inform priority initiatives leveraging the broader policy context.
Conduct special projects as assigned by the Chief Epidemiologist.

Strong organization and time management; comfortable multitasking.
Team‑based collaboration and ability to integrate feedback.
Computer literacy and proficiency in MS Office.
Minimum Qualifications
Master’s degree in an appropriate field (physical, biological, environmental science, or public health) and at least two years of experience in a research or public health role.
Doctorate (or Master’s with ≥3 years experience) with experience in responsible supervisory or research capacity in the relevant field.
Experience and education equivalent to the above are acceptable.
