Overview The Center for Population Health Data Science (CPHDS) launched in October 2023 to catalyze critical data modernization work and enable the agency to link public health, healthcare, and social services for timely, effective publication. CPHDS aims to make these data more accessible, timely, equitable, meaningfully usable, and protected, actively used to promote the health and wellbeing of New Yorkers. We strengthen agency-wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted, integrated data insights.

Duties

Conduct independent research and analysis within fields of study that include epidemiology, policy, leadership, service management, data engineering, confidentiality, data science, and data interoperability and standards across the data lifecycle in public health, as directed.

Summarize and present research results to inform regulatory, policy, and implementation matters.

Translate research findings, visioning plans, and roadmaps into actionable processes.

Research and evaluate policy problems and solutions, their implementation in other jurisdictions, fiscal and public health impact, and connections to larger city, state, and federal initiatives.

Analyze, interpret, and draft legal and regulatory analysis in support of proposed and related initiatives related to data.

Maintain records and prepare reports on the use of data generated by the NYC Health Department to characterize how these data are used to impact policy. Use these reports to advise on strategies to achieve goals.

Compose, edit, and review communication content and materials on data related policy issues, such as presentations, talking points, one-pagers, letters, and web content.

Develop, monitor, and evaluate plans for the implementation of policies and recommendations informed by strategy-related research.

Assist in coordinating the research efforts of the Center with research projects in other agencies or institutions.

Collaborate across teams in CPHDS and agency-wide data and informatics staff to inform priority initiatives leveraging the broader policy context.

Conduct special projects, as assigned by the Chief Epidemiologist.

Minimum Qualifications For Assignment Level I (only physical, biological, and environmental sciences and public health) a master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: (1) a doctorate degree with specialization in an appropriate field and one year of full-time experience in a responsible supervisory, administrative or research capacity; (2) a master’s degree with specialization and three years of responsible full-time research experience; or (3) education and/or experience equivalent to (1) or (2). All candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in (2). Two years as a City Research Scientist Level I can be substituted for the experience required in (1) and (2).

Probationary Period: Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
