Pathways Asset Management, Inc. (PAMI) is looking for a Compliance Manager who is responsible for ensuring PAMI's compliance with HUD and Low-Income Housing Tax Credit (LIHTC) regulations. This role oversees program qualification reviews, completion of Project-Based Rental Assistance (PBRA) and LIHTC move-in or initial certifications, and annual recertifications. What You Will Do In This Position Regulatory Compliance Oversight
Ensure LIHTC and PBRA compliance, including income, rent, and student eligibility requirements.
Lead risk analysis and quality assurance reviews; implement corrective measures as needed.
Oversee certification processing and timely HUD HAP voucher submissions.
Maintain expert knowledge of HUD and LIHTC regulations to guide policy and operations.
Policy and Procedure Development
Create, update, and maintain SOPs, SPGs, and compliance forms.
Recommend process improvements to align with regulatory updates and organizational needs.
Training and Staff Support
Develop and deliver training on compliance topics and software use.
Manage the compliance service request system (Monday.com), providing timely support and guidance.
Assist property staff with troubleshooting and compliance questions.
Systems and Technology Leadership
Serve as Yardi Voyager Affordable module lead; supervise the Yardi/Voucher Processing Specialist.
Use Laserfiche and Monday.com to support efficient documentation and workflow management.
Collaboration and Cross-Departmental Coordination
Partner with the Admissions Department on move-in and transfer file processing.
Collaborate with other departments to ensure consistent, compliant operations.
More About This Position Qualified Candidates Must Possess
Bachelor's degree from a four-year college or university and two to four years of related experience, or an equivalent combination of education and relevant experience.
Direct experience working in affordable housing compliance, including public housing, project-based Section 8 housing, or LIHTC-funded properties.
Preferred Candidates Should Possess Expert knowledge of IRS and state LIHTC regulations, including the IRS 8823 Audit Guide, 10 TAC (Texas Administrative Code), and Land Use Restriction Agreements (LURAs).
Strong familiarity with the HUD Project-Based Rental Assistance (PBRA) program, including HUD Handbook 4350.3 and related notices.
At Least Two Years Of Experience
Working with layered housing programs
Using Yardi Voyager Affordable module
Using Laserfiche (or similar document management systems)
Using Monday.com (or similar project management tools)
Demonstrated supervisory experience and the ability to lead and mentor staff.
Proven success in policy development and project management.
