The Project Manager position is an Information Technology (IT) role within the Performance Management & Analytics System (PMAS) team, supporting PMAS projects under the Office of Chief Data Architect in the Health and Human Services Systems IT domain to expand Data Integration competencies in line with DIR’s Texas Data Management Framework.

The Project Manager oversees resource allocations, work plans, and schedules for PMAS initiatives in the following areas:

Collaborate with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics initiatives for Access & Eligibility Services Reporting.

Develop and publish project management documents and deliverables in compliance with DIR Project Delivery Framework directives.

Create RFPs that define services and deliverables required of vendors for data management solutions.

Obtain matching federal funds through development of federally approved IAPDs.

Oversee expanding HHS data integrations with departments across HHSC.

The Program Manager will manage all project aspects and report to the IT Data Analytics Support Director.

High‑Level Responsibilities

Ensure continuous communication with the Office of Data Analytics & Reporting to function as a blended, partnered team with IT.

Work seamlessly with IT and business stakeholder areas to ensure deliverables comply with state, federal, and agency standards.

Establish a strategic roadmap for projects in coordination with the TSS vendor and all HHS divisions and federal stakeholders.

Conduct procurement exercises as needed to acquire vendor services or outsource the effort to long‑term vendors.

Establish timelines and resource requirements for successful project execution; coordinate with key stakeholders and sponsors for approval.

Create project management deliverables for this project.

Manage day‑to‑day operations and scrums of various projects, overseeing and coordinating the initiative team.

Identify risks and coordinate resolution with project leadership.

Perform all other duties as assigned.

Candidate Skills and Qualifications Minimum Requirements

8+ years of IT project management experience.

8+ years of work experience in the information technology industry with at least 5 years in data management solutions (data warehouses, data lakes, etc.), data analytics/business intelligence, web‑based (J2EE) development, or SOA‑related work.

Excellent communication skills, both verbal and written.

Experience developing clear, concise project documentation.

Team management experience through meetings, task assignment, mentoring, facilitation, and training.

Progress monitoring using risk management practices.

Keep leadership updated on project issues and progress.

Expert problem‑resolution skills.

Complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC).

Track full project budget and enter actual costs in a project tracking tool.

Lead project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban.

Active PMP certification.

Preferred Qualifications

Prior experience in the Healthcare Industry, specifically public health.

Experience managing multi‑agency or multi‑IT department initiatives.

Experience within a Health and Human Services agency.

Emphasis on managing weekly relationship activities of TSS Sprint Teams with the State of Texas.

Effective resource management in a mixed functional and matrixed project environment.

Ability to develop, document, and execute project management plans, work plans, and quality plans.

Involved in the full lifecycle from analysis and planning to development and deployment.

Experience building and managing IT project teams with emphasis on motivating individuals to excel and exceed expectations.

Experience with Access & Eligibility programs.
