Job Description Seeking an experienced
Senior IT Project Manager
to support the
Performance Management & Analytics System (PMAS)
initiatives within the Office of the Chief Data Architect. This role will manage complex, enterprise-level IT projects focused on
data integration, analytics, and cloud-based reporting solutions
aligned with the
Texas Data Management Framework .
Key Responsibilities
Manage all phases of IT project delivery, including planning, execution, monitoring, risk management, and closure.
Oversee resource allocation, work plans, schedules, and budgets for PMAS initiatives.
Collaborate closely with the Office of the Chief Data Architect and the Office of Data Analytics & Reporting to support cloud analytics and Access & Eligibility Services reporting.
Develop and publish project management documentation and deliverables in compliance with DIR Project Delivery Framework standards.
Lead Agile project execution, including sprint planning, backlog grooming, daily scrums, retrospectives, and Kanban workflows.
Establish and maintain strategic project roadmaps in coordination with vendors, HHS divisions, and federal stakeholders.
Conduct procurement activities, including creation of RFPs, to acquire vendor services for data management initiatives.
Support the development of federally approved IAPDs to obtain matching federal funds.
Oversee expanding data integration initiatives across HHSC departments.
Manage day-to-day project operations and ensure deliverables meet state, federal, and agency compliance requirements.
Identify project risks and coordinate resolution with leadership and stakeholders.
Provide regular status updates to executive leadership, including progress, risks, budget, and timeline reporting.
Perform additional duties as assigned.
Required Qualifications
8+ years of IT project management experience.
Active PMP certification (required).
8+ years working in the IT industry, including data management solutions such as:
Data warehouses
Data lakes
Data analytics / business intelligence
Web-based (J2EE) or SOA-related systems
Proven experience across the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC).
Strong experience leading Agile projects and sprints.
Expertise in:
Risk management and issue resolution.
Budget tracking and cost management.
Stakeholder communication and executive reporting.
Excellent written and verbal communication skills.
Strong leadership experience managing and mentoring teams.
Preferred Qualifications
Prior experience in the healthcare or public health sector.
Experience working with Health and Human Services agencies.
Experience managing multi-agency or multi-IT department initiatives.
Familiarity with Access & Eligibility programs.
Experience managing vendor relationships and matrixed project environments.
