Job Overview Performs intermediate skilled technical work inspecting building construction for compliance with building codes, issuing stop work orders when necessary, maintaining records and files and preparing reports, and related work as apparent or assigned. Work is performed under the moderate supervision of the Senior Building Inspector.

Responsibilities

Performs field inspections and re-inspections of residential, commercial, industrial and public facilities for compliance with state building codes and County ordinances.

Receives complaints regarding defective construction and handles enforcement problems.

Inspects existing buildings for hazardous conditions, structural failures or improper uses, checks buildings for certificates of occupancy.

Issues warnings and stop work orders where construction is not being made in compliance with regulations as to methods and/or materials.

Answers questions from private citizens, contractors and builders.

Reviews plans to determine compliance with codes.

Performs damage assessment of County caused by natural disasters.

Testifies in court on code violation cases.

Makes reports and keeps records regarding inspections.

Assist with other duties as needed or assigned.

Qualifications Thorough knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected; thorough knowledge of State building and related codes, laws and ordinances; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process; firmness and tact in enforcing ordinances and codes; ability to establish and maintain effective working relationships with building owners, contractors, associates and the general public.

High school diploma or GED and considerable experience in building inspections, or equivalent combination of education and experience.

Possession of standard level III certifications or ability to acquire certification at Level III in two fields and Level II in two other fields as required by the North Carolina Code Officials Qualifications Board within one year of employment. However, one level III trade certificate must be obtained within 12 months of employment, three standard level III trade certificates within two years, and all four standard level III trade certifications within three years per Pender County standards.

Valid driver's license in the State of North Carolina.

This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy.

Physical Requirements This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
