Location: Green Bay, WI | Salary: $65,000.00 - $80,000.00
The Human Resources Manager is responsible for managing and administering the Company’s human resources programs, policies, and practices. This role serves as a key partner to leadership and employees by supporting employee relations, recruitment, compliance, and development activities. The HR Manager also provides direct supervision to HR team members and ensures HR services are delivered consistently, professionally, and in alignment with organizational goals.
Duties and Responsibilities Leadership
Supervise, mentor, and develop Human Resources team members to ensure effective delivery of HR services
Establish, refine, and maintain HR standards, policies, procedures, and internal controls to ensure consistency, compliance, and quality
Conduct performance reviews, provide ongoing feedback, and support professional development and career growth of HR staff
Coordinate workload distribution, priorities, and resource allocation across HR programs, initiatives, and operational needs
Technical Skills
Manages, develops, and administers human resources policies, procedures, programs, and the Employee Handbook in compliance with applicable laws and company standards
Oversees the full recruitment lifecycle, including sourcing, interviewing, hiring, promotion, and onboarding support
Supports performance management and employee development processes
Partners with leaders to address employee relations matters and provide guidance on HR practices
Leads or supports investigations related to workplace concerns, complaints, or policy violations
Ensures compliance with federal, state, and local employment laws and required reporting (e.g., ACA, EEO-1, personnel records)
Maintains employee records in a confidential, accurate, and legally compliant manner
Supports employee separation processes, including documentation and exit interviews
Prepares HR reports and analyzes data to support workforce planning and continuous improvement
Collaborates with leadership on organizational and workforce needs
Project Management
Manage multiple human resources initiatives and projects from planning through implementation and completion
Collaborate with business leaders, managers, and cross-functional partners to align HR initiatives with organizational needs
Develop project plans, timelines, budgets, and deliverables for HR programs and initiatives
Conduct reviews to ensure quality, consistency, compliance, and alignment with HR standards and policies
Partner with internal stakeholders to understand workforce needs and provide HR guidance and recommendations
Preferred Knowledge, Experience & Skills Requirements
Bachelor's degree in human resources, Business Administration, or a related field
Minimum of 5–7 years of progressive experience in an HR generalist or HR management role.
Prior experience supervising or leading HR staff required
Experience in a union environment preferred
HR certification (SHRM-CP/SCP or equivalent) preferred
Strong knowledge of employment laws, HR best practices, and employee relations
Excellent written and verbal communication skills
Demonstrated ability to handle sensitive and confidential information with professionalism
Strong organizational, time-management, and problem-solving skills
Proficient in Microsoft Office and HRIS systems (Viewpoint Vista experience a plus)
Ability to build effective working relationships across all levels of the organization
