Overview of Position We are looking for a
HR Generalist
working Hybrid in the San Antonio, TX area. The HR Generalist provides administrative and transactional support across payroll, benefits, and human resources functions, with a particular focus on processing multi‑state payroll. This role ensures accurate timekeeping, payroll entry, and compliance with federal, state, and local requirements across multiple jurisdictions. The HR Generalist also assists with benefits administration, employee onboarding, and recordkeeping to support consistent and efficient HR operations. Classified as an hourly (non‑exempt) position, this role is eligible for overtime pay.

Responsibilities Payroll – Multi‑State Focus
Collect, verify, and process employee timecards and attendance records across multiple states
Enter and audit payroll data for accuracy, ensuring compliance with federal, state, and local tax regulations
Register and maintain accounts with state and local tax agencies as needed
Apply reciprocity agreements where applicable to prevent double taxation
Monitor and comply with state‑specific overtime, wage, and leave laws
Assist employees with payroll‑related inquiries, including tax withholding, direct deposit, and pay discrepancies
Support preparation and submission of quarterly and annual payroll tax filings
Benefits Administration
Process new hire benefit enrollments and terminations in Paycom and other benefits systems, if applicable
Assist employees with benefit questions and claims processing
Maintain accurate benefits records and update databases as required
Ensure compliance with state‑mandated benefit programs such as Paid Family and Medical Leave or State Disability Insurance
HR Administration
Maintain and update personnel files and HRIS records
Prepare standard HR reports and ensure compliance with documentation requirements as needed
Assist with employee onboarding, orientation paperwork, and exit processing
Support compliance with federal and state record‑keeping requirements (I‑9s, EEO, FMLA, etc.)
Employee Support
Provide frontline support for general HR, payroll, and benefits‑related questions
Route complex inquiries to the HR Manager or appropriate specialist
Assist in organizing employee recognition programs and HR communications
Qualifications Experience & Skills
2-4 years of payroll, benefits, or HR administration experience, preferably with multi‑state payroll exposure
Education
Associate or bachelor’s degree in human resources, Business Administration, or related field preferred; equivalent experience considered
Hard Skills
Strong attention to detail and accuracy in data entry
Familiarity with HRIS, payroll, and timekeeping systems
Knowledge of multi‑state payroll regulations and compliance requirements
Ability to handle confidential information with discretion
Excellent communication and organizational skills
Clearance
Must be a United States Citizen and pass a background check.
Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).
