UTILITY SUPERVISOR - 40005526 at Durham County Government. The Utility Supervisor over Maintenance also serves as the Operator in Responsible Charge (ORC) of the TWWTP's collection system. Supervise, direct, and evaluate assigned staff; manage performance, counseling, and discipline as needed; conduct performance appraisals. Coordinate and assign work, establish schedules, monitor progress, inspect completed work, and provide guidance as necessary. Recommend and assist in implementing wastewater treatment plant goals and objectives. Develop, update, and implement processes, policies, and procedures. Supervise plant operations and/or collection system; adjust processes; coordinate sampling to meet effluent requirements. Ensure compliance with applicable rules, regulations, contracts, policies, procedures, codes, and licenses. Develop a strong customer service culture for internal and external customers; support and advocate for employees and the division. Ensure safety procedures are followed and regulatory standards are met; hold staff accountable for safety measures. Develop innovative solutions to meet time-sensitive workload demands in a region with staffing challenges. Develop and maintain budgets; monitor and control expenditures. Evaluate and manage current projects and determine future needs. Foster a cohesive division culture that promotes accountability and engagement; pursue excellence. Invest time in understanding staff, team culture, operations of TWWTP, and its BRN process. Prepare emergency action and contingency plans; respond to emergencies at the plant or collection system. Respond to urgent matters 24/7 and participate in after-hours on-call rotation with other managers/supervisors. Serve as Operator in Responsible Charge of the TWWTP or Collection System. Performs related duties as assigned. Knowledge, Skills, and Abilities

Extensive knowledge of theory, principles, practices, chemistry, biology, and techniques of wastewater utilities; operation and maintenance of equipment used in wastewater treatment. Strong knowledge of applicable codes and methods of installation, operation, construction, maintenance and repair of related equipment. Working knowledge of wastewater treatment system design; familiarity with SCADA systems and data/control technologies. Ability to establish and maintain collaborative relationships with staff, contractors, vendors, and stakeholders. Active listening and effective communication with internal and external customers; ability to convey technical information clearly. Problem-solving skills to identify and address non-standard/complex issues with devices and systems. Minimum Education and Experience

bachelor’s degree in environmental engineering, civil engineering, environmental science or a related field and six months of experience in municipal wastewater treatment, or an equivalent combination of education and experience. Six months of experience in municipal or industrial wastewater treatment. Special Certifications and Licenses

Grade IV North Carolina Biological Wastewater Treatment certification and/or Grade III North Carolina Collection System certification. Valid North Carolina driver’s license with acceptable three-year driving history. Preferred Qualifications

More than five years of progressive wastewater treatment supervisory experience (preferred). Four to five years of Biological Nutrient Removal (BNR) system experience. Experience at a Grade IV municipal facility with 10+ MGD capacity. Standards and Compliance
