The Engine Controls Systems F135/Operational Military Engines Value Stream seeks a Deputy Development Program Manager to play a pivotal role in advancing the F135 Engine Core Upgrade (ECU) and leading the F135 CIP Development Program while supporting future new program growth initiatives. You will drive customer satisfaction and program success by leading highly effective cross‑functional teams, implementing CORE principles, and executing development strategies that achieve technical, schedule, cost, and quality objectives.
What You Will Do
Indirectly lead and chair highly effective program management teams, leveraging dotted‑line leadership and influence to ensure adherence to program plans, schedules, and budgets while achieving requirements for growth engines and product enhancements.
Manage a medium‑complexity F135 program with full accountability for performance, focusing on operational excellence to achieve on‑time delivery while meeting quality, reliability, and cost objectives.
Serve as Deputy to the F135 ECU Program Manager, providing strategic leadership, continuity, and decision support across program activities.
Drive disciplined change management, ensuring impacts are assessed, communicated, and executed seamlessly.
Track and manage risks and opportunities in alignment with RLPM policies, ensuring thorough analysis of impacts to management reserves while developing harvesting strategies and mitigation plans.
Prepare and deliver value‑stream reviews and Collins internal as well as customer‑facing program reviews, ensuring clear and effective communication of status and strategies.
Lead contract negotiations and manage contractual changes to support program objectives.
Oversee all phases of assigned programs, from inception through completion, ensuring successful execution and delivery.
Demonstrate leadership competence in teamwork, communications, and focusing on results.
Qualifications You Must Have
Typically requires a University Degree and a minimum of 10 years of relevant experience, or an Advanced Degree and a minimum of 7 years of experience.
Program Management or Engineering experience in aerospace, defense, or a relevant manufacturing environment.
Qualifications We Prefer
Program Management Professional (PMP) certification and demonstrated program management experience.
Experience with Full Criteria Earned Value Management Systems (EVMS).
Demonstrated experience with customer‑facing roles and cross‑functional team leadership.
Background in engineering development programs, driving quality, delivery, and cost performance.
Experience supporting production and/or military customers.
Hands‑on experience managing development programs.

The salary range for this role is $124,000 USD – $250,000 USD. The range reflects all experience levels. RTX considers several factors when extending an offer, including but not limited to the role, function, responsibilities, work experience, location, education, and key skills.
Hired applicants may be eligible for benefits, including but not limited to medical, dental, vision, life insurance, short‑term and long‑term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Scholar program, parental leave, paid time off, and holidays.
