About the Position Due to the State's current hiring freeze, this position will not be filled until January 1 or after.

This position is open to current residents of Colorado only.

Announcement will remain open until 5pm on Monday, December 15, 2025.

This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need.

Responsibilities This position is a fully functioning professional that exists to manage, coordinate, monitor, and award procurements and/or vendor selections for goods and services necessary for the operation of the assigned programs or divisions as well as negotiate, draft, and finalize contracts with the awarded vendors by: reviewing specifications detailed in requests for commodities and services and selecting the proper legal vendor selection methodology; working with program staff and vendors to clarify the product or service needs; negotiating procurement scope, price, risk, product and delivery terms, and legal contractual terms; responding to emergency and other non‑routine procurements as needed and assisting programs with proper resolution of those issues; approving, negotiating, and processing purchase orders required to acquire goods or services; developing and evaluating statements of work; drafting, leading, issuing, managing, and awarding formal and informal solicitations (e.g., Documented Quotes (DQs) and Invitations for Bid (IFBs); Requests for Proposals (RFPs); Sole Source requests, and other complex vendor selection methodologies per the State of Colorado Procurement Code and Rules; negotiating vendor terms and conditions and/or other contract language to ensure compliance with Departmental standards and risks, State statutes and Fiscal Rules, and any Federal requirements; advising contract managers and staff regarding the provisions of the Colorado Procurement Code and Rules and other applicable State laws and regulations; mediating vendor and user complaints and monitoring discretionary purchases including credit card transactions. Working with divisions and PCS to develop the procurement and contracting strategy for a unit or a division to realize cost savings or create efficiencies to the procurement and contracting process.

Salary Hourly: $28.30 - $35.39

Biweekly: $2,264.31 - $2,831.52

Monthly: $4,906.00 - $6,134.96

Eligibility Must be a current resident of Colorado.

Must pass a thorough background check prior to employment including the E‑Verify process.

Minimum Qualifications Six (6) years of relevant experience in an occupation related to the work assigned to this position (e.g., complex procurement duties involving legal research, purchasing solicitations, and/or contracts). OR a combination of related education and/or relevant experience equal to six (6) years.

Preferred Qualifications

Governmental experience in purchasing, procurements and/or contracts

Legal/Technical Writing Experience

Experience with complex and/or technical procurements

Experience with strategic sourcing

Procurement certification such as C.P.M., C.P.P.B., C.P.P.O., C.P.S.M., or C.P.C.M.

Proficiency with Google Workspace and Adobe Acrobat Pro

Juris Doctorate, legal, or paralegal training

Performing similar duties as a State of Colorado classified employee

Required Competencies

Knowledge of the components of a Statement of Work including project description, definitions, performance requirements/deliverables, and resolution of non‑compliance. Ability to clearly interpret and explain laws, rules, policies, and procedures.

Proven ability to work independently.

Proven success organizing and tracking complex and heavy workloads.

Demonstrated ability to work collaboratively with individuals from a variety of backgrounds and levels of personnel within the organization, including senior management.

Excellent oral communication skills, writing skills, and listening skills to accurately interpret what others are saying.

Demonstrated skills in critical thinking and problem solving.
