Palm Tran
Responsible for preparing and executing procurements for Palm Tran. Work involves developing contracts, resolving operational issues, conducting research, and preparing purchase orders and contracts. Ensures contract administration and compliance with legal guidelines and cost‑effective practices. Coordinates activities with other county departments and agencies for timely contract preparation. Work is performed within the established rules set forth by Palm Tran, federal, state and local authorities, and conducted with the utmost regard for the safety of the passengers, the public and all equipment.

Prepares and procures Request for Quotes, Request for Submittal, Invitation for Bids, Invitation to Negotiate, Request for Proposals, Request for Prequalification’s and Sole Source Solicitations.
Performs a wide variety of buying activities to ensure expedient, effective, and timely acquisition of all goods, services, materials and supplies, and special purchase projects.
Advices and assists internal customers and project managers through all phases of procurement process activities.
Ensures that contract administration is in compliance with legal guidelines and contracting principles.
Manages procurements through the pre‑solicitation, competitive solicitation, award and post‑award contracting and administration phases.
Assists project managers with writing executive summaries, justifications for sole source and proprietary purchases, emergency purchases and other related procurement matters.
Provides training and guidance to internal customers, project managers, and staff related to preparing procurement documents.
Graduation from an accredited college or university with a bachelor’s degree in business administration, Public Administration, Accounting, Finance, Management, or a closely related field. In addition, three (3) years of progressively responsible experience in procurement, contract management, or business administration. Must possess and maintain a valid Florida Driver’s License.
Equivalency: Associate degree in Business Administration or a related field, plus five (5) years of progressively responsible experience as a purchasing agent, contract management or business administration.
High School Diploma or GED, plus seven (7) years of progressively responsible experience in business administration, contract administration, or procurement.
Experience in government agency procurement and Federal Transit Administration (FTA) funded procurement.
Experience using an automated financial system (e.g. Advantage)
Certified Purchasing Professional (NIGP-CPP).
