About the Division of Youth Services (DYS) The mission of DYS is to protect, restore and improve public safety utilizing a continuum of care that provides effective supervision, promotes accountability to victims and communities, and helps youth lead constructive lives through positive youth development. DYS provides a continuum of services that encompass juvenile detention, assessment, commitment and parole. The Division operates 15 secure facilities serving youth ages 10‑21, who are pre‑adjudicated, sentenced, or committed. For pre‑adjudicated youth, DYS also manages the Colorado Youth Detention Continuum, a State‑funded program for at‑risk youth. Description of the job About the position:
The Youth Center Rights Coordinator ensures that youth rights are upheld and that all youth are treated with dignity, respect, fairness, and equity. This role ensures compliance with nondiscrimination policies, manages grievances related to discrimination, and develops policies and training regarding youth rights. It supports the administration with reporting, leads by example an inclusive work environment based on DYS policies, and partners with supervisors to ensure staff education and compliance with Youth Rights.
Duties (selected)
Review videos involving physical response, abuse allegations, and youth grievances (if applicable).
Collect, review, and respond to youth grievances following DYS Policy 13.2 Grievance Procedures. Log grievances on the tracking form and submit monthly data to Administration.
Oversee and deliver Youth Center training related to PREA, Youth Rights, and other relevant training.
Collaborate with the Youth Center PREA Compliance Manager to gather information and data for internal investigations.
Serve as the Youth Center Volunteer Coordinator, ensuring compliance with DYS Policy 20.2 Volunteers.
Facilitate monthly student council meetings, record meeting notes, and report outcomes to Youth Center Administration.
Facilitate youth and staff restorative processes after investigations or allegations, following DYS Policy 3.14 Personnel Actions Related to Child Abuse.
Participate in all CRT (Critical Response Team) activities for LGBTQIA2S+ youth, ensuring compliance with DYS Policy 13.9.
Assist Youth Center Administration with data collection for CPO requests.
Ensure compliance with CDHS Policies 2.14 HIPAA Privacy, 2.19 Sensitive and Confidential Information, 2.27 Internal Investigations, and maintain absolute confidentiality.
Programming And Youth Rights (selected)
Ensure all basic rights and needs of youth are satisfied and that dignity and respect are demonstrated for all youth regardless of ethnicity, gender, religion, or sexual preference.
Review minor rule violations and approve appropriate interventions.
Ensure youth complete assigned interventions.
Ensure minor and major rule violations align with prevailing DYS Policy.
Conduct major violation hearings and provide constructive feedback to staff on incident reports.
Uphold due process and implementation of Restorative Community Justice (RCJ).
Respond to and resolve youth grievances.
Serve as the primary youth grievance officer to ensure rights, practices and policies are upheld by staff.
Oversee and maintain youth center programming and ensure compliance with Youth Rights laws.
Lead and role model the implementation of trauma‑responsive tools, DYS Strategic Plan, and Treatment Model.
Lead and train staff in facilitation of Problem‑Solving Groups, Sanctuary Psycho‑educational Groups, and other skills‑based groups.
Monitor safety and security of volunteer/contractor activities and vocational programming.
Maintain positive relationships with teachers, administrators, and support educational initiatives.
Documentation / Quality Control
Oversee accurate documentation of all daily Youth Center operations, including training on DYS Policies and QAYS Youth Center Standards.
Ensure completion of documentation for the Youth Center and youth searches.
Ensure proper documentation of Suicide Precaution Monitoring (SPM), Individual and Group Growth and Change Plans, NDR status, Seclusion, and Medical Watch as per DYS Policy.
Minimum Qualifications
High school diploma or General Education Diploma (GED).
Three (3) years of professional experience in an occupational field related to the work assigned to the position.
Preferred Qualifications
College education in behavioral health and/or juvenile justice‑related field.
Experience working with adjudicated and/or detained youth within a secure residential facility and/or a behavioral health setting.
Education/experience working with adolescents who have trauma.
Experience working with youth in positive leadership roles, such as mentoring and coaching.
Experience utilizing verbal de‑escalation and motivational techniques.
Relevant years of state service experience.
Conditions of Employment
Minimum age 21, no felony convictions or history of domestic violence.
Full background verification (CBI name check, fingerprint, ICON, Medicare fraud database, reference checks, professional license verification, drug screen, PREA, Trails, CAPS).
State of Colorado residency required at the time of application and throughout employment.
Motor Vehicle Records (MVR) check.
Valid, non‑restricted Colorado Driver’s License or U.S. Driver's License for positions within 30 miles of the Colorado border.
Out‑of‑state drivers must obtain valid license within 30 days of employment start date.
Shift work – subject to assignment.
Travel – transportation of youth in state vehicles to training or alternate sites.
Continued employment contingent on completion of DYS Pre‑service Training Academy, Field Training Program (FTO), and mandatory annual training.
