About the Division of Youth Services (DYS):
The Division of Youth Services (DYS) provides a continuum of residential and non‑residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre‑adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non‑residential service providers throughout the State. For pre‑adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State‑funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. Summary of the Position This job exists as a formal supervisory position dedicated to overseeing and providing supervision for direct care Youth Services Security Officers. This is accomplished through the supervision of subordinate series FTE and/or through direct provision of the service. The supervisor routinely manages scheduling of staff, movement of juveniles, oversees admissions/release, orientation for both staff and youth, security/control functions, educational support services, daily programming, recreation, meals, medical referral and follow‑up, and customer service. The supervisor is responsible for identifying, reporting, documenting and intervening in subordinate staff performance concerns, and for modeling, upholding and ensuring compliance with DYS policy and QAYS DYS compliance standards. The supervisor is a member of the Youth Center Leadership Team responsible for integrating trauma‑responsive/Sanctuary Model principles, DYS Strategic Plan, and other programmatic initiatives of the Division.
Performance Management
Supervise staff whose work involves the safe, secure, and trauma‑responsive direct care of pre‑adjudicated and adjudicated youth in a locked setting.
Teach, lead, inform, monitor, and coach subordinate staff as they complete necessary daily assigned tasks.
Ensure timeliness and quality of work activity by subordinates. Supervise through verbal or written directives, document, and record performance concerns; apply the Reflective Supervision model in monthly individual meetings.
Understand programming intent and structure and supervise to these expectations, including oversight and quality control of intake and/or release of youth.
Provide support, feedback, coaching, and training of employees during the shift, sharing supervisory information that reflects the Sanctuary 7 Commitments.
Complete performance management evaluations, position descriptions, and other required personnel documentation consistent with CDHS and DYS policy.
Evaluate staff performance and determine appropriate rating for PMPs.
Determine appropriate level of response to staff performance deficits and recommend appropriate steps in the progressive discipline process.
Identify strengths and goals for staff and provide professional development opportunities as needed.
Personnel and Supervision
Participate in the hiring process and assist with staff retention through onboarding, orientation, reflective supervision, and quality delivery of the Field Training Officer program.
Review, update, and suggest procedural, scheduling, and other operational changes; plan, support, and direct professional development of staff.
Train staff on relevant policies and procedures; ensure completion of required annual training and ongoing professional development training.
Resolve informal staff grievances; provide formal/informal performance feedback; initiate progressive discipline in accordance with CDHS policy and DYS policy.
Assign duties to staff within their job classification; provide direct supervision of CYSO I and CYSO II staff; conduct monthly reflective supervision sessions.
Provide coaching and mentoring; recognize staff strengths and identify areas for improvement.
Supervise and lead staff professionally.
Determine with administrative oversight unit assignments for CYSO I and CYSO II.
Determine when assigned staff can take time off and arrange coverage for absent staff.
Oversee hiring panel and recommend prospective staff for hiring.
Recommend issuance of corrective and disciplinary actions based on State Personnel Board Rules and DYS policy.
Decide on training schedules to accomplish the goals of the facility training program.
Safety and Security/Emergency
Employ sound judgment and emotional control during crisis situations.
Utilize Emergency Response Protocols; conduct tests and drills (fire drills, medical emergencies, equipment failure, pandemic, facility disruptions).
Ensure physical plant, sanitation, and hygiene standards meet weekly inspection criteria.
Adhere to DYS Policy 9.8 regarding critical incidents.
Assist and oversee Shift Supervisor duties.
Ensure staff are assigned to appropriate post assignments and maintain minimum staff‑to‑youth ratios.
Ensure staff are positioned to intervene early in behavior outside of DYS Behavior Expectations.
Ensure staff use effective communication skills, verbal de‑escalation, and a strength‑based approach.
Authorize and oversee the use and removal of mechanical restraints and seclusion; participate in monitoring safety agreements.
Ensure staff complete inspections and facility searches per DYS policy and quality assurance standards.
Report and record all discrepancies to administration; initiate safety contracts and notifications to mental health personnel.
Supervise prevention of sexual contact and promote adherence to PREA policies and federal standards.
Conduct necessary searches (full, personal, room) to detect contraband.
Programming
Supervise and maintain youth center programming.
Ensure program activities are completed and documented.
Lead and model trauma‑responsive tools and interventions, the DYS Strategic Plan, and the DYS Treatment Model.
Implement and follow facility programming with positive engagement.
Enforce facility behavior management program professionally.
Lead and train staff in daily problem‑solving groups, sanctuary psycho‑educational groups, and skill‑based educational groups.
Provide on‑floor coaching of staff in safe correctional practices and trauma‑informed care.
Ensure youth receive orientation to agency procedures and routines.
Maintain youth dignity and respect regardless of identity.
Review minor rule violations and approve interventions.
Ensure youth complete assigned interventions.
Conduct major rule violation hearings and provide constructive feedback to staff.
Uphold due process requirements and implement restorative community justice.
Respond to and resolve youth grievances.
Act as public contact when needed.
Act as facility supervisor when directors are off‑site; monitor safety of volunteer/contractor activities and vocational programming.
Build positive relationships with educators and support educational initiatives.

Develop action plans and follow up for QAYS compliance review deficiencies.
