Position Summary

The town administrator shall oversee the day‑to‑day conduct of town business in accordance with the directions of the mayor and council.

The town administrator shall be appointed by a majority of the council for an indefinite term, chosen on the basis of operational and administrative qualifications and knowledge of accepted practice.

The administrator shall function as chief administrator, manage town business and ensure operations align with best practices.

The administrator shall provide continuity, safeguard long‑term interests, and maintain familiarity with zoning, planning, codes, ordinances and town history.

Key Responsibilities

Develop and implement town policy and regulations.

Encourage open communication, listen, facilitate and synthesize multiple viewpoints.

Foster an organizational climate that attracts, retains and develops talent and innovation.

Supervise and mentor employees, including organizing, prioritizing and scheduling work assignments.

Communicate effectively, orally and in writing, with staff, officials, citizens and business interests.

Develop and implement strategic business and operating plans, contracts, ordinances, agreements, financial documentation and associated analysis.

Synthesize complex and diverse information.

Work within an approved budget; develop and implement cost‑saving measures.

Establish and maintain effective working relationships with city officials, co‑workers and the general public.

Exercise good judgment in handling sensitive information and situations.

Problem‑solve complex, confidential and sensitive topics.

Essential Functions

Responsible for the daily operation of the town.

On call 24/7 to address/co‑ordinate town issues, natural disasters, and states of emergency.

Work under the direction of the town council to accomplish annual goals and objectives.

Multitask and assign priorities when confronted with several pressing demands at once.

Advise the council on matters related to town operations and policies.

Evaluate organizational issues and facilitate strategies to address them.

Prepare/present the town’s annual operating budget to the council for approval.

Meet with members of the public on matters of relevance to the community.

Maintain/participate in inter‑governmental relations with other communities, the Maricopa Association of Governments and other public and private organizations.

Communicate orally and in writing with citizens, business interests, media, civic groups and the council to solve concerns, answer questions and present information.

Negotiate terms of contracts for services to ensure the community’s interests are preserved/enhanced while providing financially beneficial solutions.

Coordinate and administer all contracts for services.

Work with business interests to help enhance and diversify town revenue.

Coordinate and administer the town bidding/procurement process.

Oversee the implementation and interpretation of the town code, ordinances and other regulations or policies adopted by council in compliance with Arizona Revised Statutes.

Work with officials representing state and county government in coordination of activities related to town administration/management.

Supervise and coordinate staff activities, including training, scheduling, hiring decisions, written performance evaluations and possible disciplinary actions.

Perform other duties as assigned.
