Insect Pest Prevention and Management (IPPM) Program Manager (Compliance & Regulatory Manager 1)

Responsibilities
Developing work-plans and budgets for the survey of injurious plant insect pests.
Working with the State Plant Regulatory Official on matters of pest quarantines.
Creating and executing plant pest response plans.
Preparing various reports concerning project deliverables and budgetary outcomes.
Coordinating work assignments with other team leads within the program and outside the agency.
Preparing specifications for requisitions and other equipment, parts, and materials needed for operation.
Maintaining operational records; prepares operational performance and other reports.
Managing staff schedules and workflows to accommodate work‑plan objectives.
Qualifications
Five years of lead work, supervision, or progressively related experience in Entomology, Natural Resource Conservation, Environmental Science, Environmental Policy, Agriculture or related field.
Two years of related experience and a bachelor’s degree in Entomology, Natural Resource Conservation, Environmental Science, Environmental Policy, Agriculture or related field.
Additional Requirements
Excellent oral and written communication skills.
Demonstrated ability to work in a collaborative team environment.
Preparation, writing and formalizing cooperative agreements, grants and surveys.
Budget preparation and management skills are necessary to perform duties of this position.
Experience in both administering grants as well as submitting grant proposals, for both federal and state grants.
Experience with principals and practices of employee relations and management.
Preferential consideration will be given to candidates with graduate degrees in entomology, natural resource management, environmental science related field.
Requested Skills
Experience managing a department with natural resources responsibilities, including program and strategic planning; knowledge of the federal and state laws governing invasive species.
Experience building and supporting high‑performing, collaborative teams that appreciate and encourage diverse thinking; proven experience fostering teamwork among subordinates; experience coaching, mentoring, and motivating subordinates.
Demonstrated ability to lead technical teams using data collection, goal setting, measure design, and report development to address opportunities and determine programmatic priorities.
Ability to speak a second language beyond English is a bonus (Spanish preferred).
