COMSEC Manager The COMSEC Manager provides Communications Security (COMSEC) management and operational support to the Joint Communications Support Element (JCSE) at McDill AFB, FL. This position is responsible for implementing and managing a comprehensive COMSEC program that protects classified and sensitive communications across global enterprise networks, tactical satellite systems, and radio communications, up to the TS/SCI level. The role supports mission‑critical operations and requires prior DoD COMSEC management experience, hands‑on expertise with EKMS/KMI, cryptographic equipment, audits, training, and incident response, while maintaining strict compliance and accountability standards.

Responsibilities

Establish, implement, and maintain a comprehensive JCSE COMSEC program in compliance with DoD, Air Force, and service‑provider policies.

Develop and maintain COMSEC plans, policies, procedures, and accountability documentation supporting communications up to TS/SCI.

Serve as the primary COMSEC Manager supporting JCSE operations.

Manage EKMS/KMI operations, including key generation, distribution, storage, rotation, destruction, and accountability.

Implement, configure, and manage approved cryptographic systems and devices for data protection at rest and in transit.

Provide Two‑Person Integrity (TPI) continuity support for all cryptographic key material actions.

Secure communication channels using approved methods such as VPNs, secure protocols, and link encryption.

Ensure enforcement of all Air Force cybersecurity and COMSEC policies across supported systems.

Support cryptographic protection for GEN, SATCOM, and tactical communications systems.

Enforce physical security controls for COMSEC facilities, equipment, and materials.

Maintain strict inventory control and accountability of COMSEC assets.

Prevent unauthorized access, loss, compromise, or damage to COMSEC materials.

Conduct regular COMSEC audits and inspections; document findings and implement corrective actions.

Maintain 100% compliance with COMSEC and EKMS requirements with zero reportable incidents to NCTAMS.

Develop and deliver COMSEC and Cryptographic Access Program (CAP) training.

Maintain all training, audit, and COMSEC documentation in accordance with AF Records Information Management System (AFRIMS).

Develop, maintain, and execute COMSEC incident response procedures.

Lead response and reporting for suspected or confirmed COMSEC incidents, including compromised keys or systems.

Coordinate incident resolution with Government stakeholders and service providers.

Required Qualifications

Active Top Secret (TS) security clearance with SCI eligibility

Prior DoD COMSEC Management experience

Demonstrated experience managing EKMS/KMI and cryptographic systems

In-depth knowledge of DoD and Air Force COMSEC policies and procedures

Ability to work independently in a mission‑critical operational environment

Desired Skills and Experience

EKMS Manager or Local COMSEC Responsible Officer (LCRO) experience

Completion of formal DoD COMSEC or EKMS training courses

Experience supporting audits, inspections, and compliance
