Overview
This Manager of Operations position reports to the Director Engineering at the Quonset Point Facility and has responsibility for D920 Lifting & Handling and D925 Stage-building on second and third shifts backing up the primary department Managers. Other duties to assist second and third shift operations for D933, D950, D951, and D972 may be assigned.
The successful candidate will ultimately be responsible for the departments’ performance in the areas of safety, quality, schedule, cost, and continuous improvement. The primary goal in this position is to ensure the safe execution of our work while improving the quality of lifting & handling and stage-building services in order to enable the end‑use operations teams to meet our aggressive construction schedules.
This position involves engaging with Operations Management across all programs on a daily basis as well as frequent interaction with Program Management, Audit and Assessment, local SUPSHIP, NRRO & NCC personnel. This position requires strong leadership, good analytical/problem solving skills, exceptional communication skills and a thorough understanding of EB’s business systems.
The Manager of Operations must provide technical assistance and overall direction to Area Superintendents and Supervisors. They must manage the performance of the departments safety, quality, cost, schedule, continuous improvement, and employee communications. Individual selected will be responsible for assisting the primary Managers with project management, controlling overhead and direct budgets/EAC and managing daily operations. Must have effective problem solving skills. Candidate must be able to promote a positive team environment and be highly motivated with strong interpersonal skills.
Key Responsibilities of an Operations Manager
Coordinate with external customers and internal partners/stakeholders
Deliver quality products/services
Achieve quality objectives; apply corrective actions to address deficiencies
Achieve cost/schedule objectives; adjust manpower, material and equipment as needed
Drive innovation and continuous improvement efforts to support program goals
Identify production facilities and equipment needs; consult with facility maintenance
Provide input to availability of production and non‑production material; consult with material planners and facilities
Process
Enforce/comply with safety and environmental programs; monitor trends and ensure compliance; consult with responsible departments
Plan for risk identification and responsive mitigation strategies
Meet established annual operation, overhead, and capital budgets
People
Plan for Human Resource needs through succession planning and talent management; input to the recruiting and selection of new employees
Improve workforce readiness through training and development; collaborate with Resource Managers
Improve workforce performance and productivity; establish and communicate expectations; positively motivate the workforce
Monitor and improve workplace climate; reinforce desired workforce values behaviors; maintain morale
Manage individual performance of Area Superintendents and Operations Supervisors; develop their technical and leadership skills
Collaborate with HR to establish pay adjustments and take appropriate disciplinary actions
Liaison with all production managers in multiple manufacturing departments for pertinent issues and matters related to their respective workforce and workplace; consult with respective Area Superintendents and Operations Supervisors

Qualifications Required:
High school diploma or equivalent
5+ years of Supervisory/Management experience
8+ years of relevant experience in shipbuilding, manufacturing, construction or related field(s)
Must be available to work all shifts including extended hours and weekends as business needs dictate
Computer skills including MS Office and Project
Ability to obtain and maintain a security clearance through the department of defense
Preferred:
Bachelor of Science degree or higher
10+ years combined Management and Modular Construction or Manufacturing experience especially in Lifting & Handling/Stage‑building
FLG and/or BLG graduate
Proficiency with Earned Value Management Systems (EVMS)
