Position Summary Fermi America is seeking its Foreign Trade Zone (FTZ) Administrator to lead the establishment, setup, and operation of the company’s FTZ program in Amarillo, Texas. This foundational role will design and implement all FTZ-related processes and systems—from compliance workflows and control procedures to FTZ software integration with company logistics platforms.
The FTZ Administrator will serve as the company’s subject matter expert and primary liaison with U.S. Customs and Border Protection (CBP), overseeing compliance, import/export operations, and inventory management. This role will also provide on-site logistical oversight and coordination within the broader Amarillo campus operations.
Key Responsibilities Program Establishment & Setup
Lead the activation and establishment of Fermi America’s FTZ in coordination with CBP, the Department of Commerce, and the local grantee.
Design, document, and implement FTZ operational processes, control procedures, and compliance manuals.
Collaborate with IT and Supply Chain teams to select, configure, and implement FTZ software for real‑time inventory control and customs reporting.
Develop and maintain training materials and SOPs for internal users and logistics partners.
Compliance & Regulatory Oversight
Ensure ongoing compliance with 19 CFR Part 146 and maintain FTZ status in good standing.
Manage all CBP filings and record‑keeping, including weekly entries, annual reports, and audit responses.
Serve as Fermi’s point of contact with CBP, brokers, freight forwarders, and other government agencies.
Monitor regulatory updates affecting trade and customs programs, ensuring company policies remain current.
File zone admissions, transfers, and removals, and manage quarterly and annual reporting.
Manage FTZ software and inventory, ensuring compliance with all customs reporting.
Trade Operations & Integration
Oversee import/export tracking, documentation, and reporting, ensuring accurate customs classification, valuation, and country‑of‑origin data.
Manage inventory control and reconciliation within the FTZ, ensuring accuracy and traceability across all storage and movement activities.
Coordinate with logistics, procurement, and operations teams to streamline inbound and outbound material flows.
Integrate FTZ and customs processes with ERP, warehouse, and transportation management systems.
Campus Logistics & Oversight
Support on‑site logistics planning and supervision for shipments, storage, and handling within the Amarillo campus.
Provide operational leadership and ensure proper documentation and movement control for inbound and outbound materials.
Collaborate with warehouse and supply chain teams to optimize space utilization, safety, and compliance practices.
Continuous Improvement & Reporting
Develop reporting tools and dashboards to track FTZ savings, utilization, and operational metrics.
Identify and implement cost‑saving opportunities through process improvement and duty optimization.
Train internal teams on FTZ and trade compliance best practices.
Requirements Qualifications Required
Bachelor’s degree in International Business, Supply Chain, Logistics, or related field.
5+ years of experience in customs compliance, FTZ administration, or import/export operations.
Licensed Customs Broker (LCB), Certified Customs Specialist (CCS), Accredited Zone Specialist (AZS), or Certified Zone Specialist (CZS).
Deep understanding of U.S. Customs regulations (19 CFR), ACE, and import/export documentation requirements.
Experience coordinating directly with CBP and other regulatory agencies.
Strong organizational, analytical, and communication skills.
Preferred
Experience standing up or managing a new FTZ site.
Familiarity with FTZ or trade compliance software (e.g., Integration Point, SAP GTS, or similar).
Experience in energy, manufacturing, or industrial logistics environments.
