Engineering Planner (Noise Compliant Specialist)

The National Airspace Systems Integration Support (NISC) program at Leidos is seeking an Engineering Planner to write and edit communications that may be both complex and controversial in nature, intended for a variety of audiences to include Congressional correspondence, Administrator hotlines, Safety hotlines, general correspondence, VIP Briefing Papers, and Freedom of Information Act (FOIA). This position will support the Federal Aviation Administration’s (FAA) Central Service Center (CSC) Operations Support Group (AJV-C2) with the goal of providing outstanding customer service to FAA customers receiving NISC services. Based in Fort Worth, Texas, this role offers an exciting opportunity to apply your experience to the NISC mission.
Primary Responsibilities
Writing and editing communications, including Congressional correspondence, Administrator hotlines, Safety hotlines, general correspondence, VIP Briefing Papers, and FOIA requests.
Reviewing and interpreting laws, rules, regulations, policies, and standard operating procedures.
Coordinating and consulting with other FAA organizations to analyze noise complaint events and draft responses.
Completing responses within strict timeframes, accounting for comment periods and signatory/endorsement processes by FAA Lines of Business and industry stakeholders.
Determining which facilities/offices are involved in the requests and forwarding relevant information to the appropriate entities, ensuring follow‑up as needed.
Ensuring all written materials—including correspondences, internal memoranda, reports, Congressional responses, and tasking—are clear, concise, and accurate.
Reviewing, understanding, and applying laws, policies, and regulations to answer questions, provide advice, and solve problems.
Maintaining proficiency in MS Word, Excel, PowerPoint, and using the Internet for data gathering and communication.
Proficiency with Microsoft Office Products, including SharePoint (KSN).
Basic Qualifications
10+ years of FAA Air Traffic Controller experience in an Enroute Facility or Level 10+ Terminal Facility.
5 years of FAA Management/Staff experience at an Enroute Facility or Level 10+ Terminal Facility.
Ability to conduct research, evaluations, studies, and develop correspondence for FAA customers.
Experience preparing high‑level briefing papers and presentations.
Proficiency in the Microsoft Office Suite (Word, Excel, and PowerPoint).
Desired Qualifications
Experience dealing with multiple lines of business within the FAA.
Pay Range US$ 82,550.00 – 149,225.00
