Job Summary Environmental Advisor position will be responsible for several air compliance programs under NSPS Part 60 and NESHAP Part 63, in addition to Annual Emissions Inventory, Greenhouse Gas, Toxic Release Inventory, Tier II, and Toxic Substances Control Act. This position requires data evaluation, periodic reporting, and support to refinery personnel and contract personnel. Effective communication with refinery and contract personnel and maintaining program guidance documents and procedures are a must for the position. Technical writing is essential for preparing agency correspondence, in addition to utilizing Microsoft programs to manage compliance tools, refinery metrics, and presentations. The position also requires coordinating stack testing/Annual RATAs and preparing semi-annual and annual compliance reports. Knowledge/experience with refinery processes (e.g., MOC, Safe Work Permits, etc.) is preferred. Additional duties include on-call rotation, including responding to critical spills and completing agency notifications. Must also attend refinery meetings, trainings, and support significant events (e.g., hurricane preparation, inclement weather events, outages/turnarounds, root cause analysis team charters) as representative for environmental air compliance requirements.

Minimum Qualifications Bachelor’s degree in Engineering, Science, Environmental or related technical field.

3 Years of job related experience

Must have strong verbal and written communication skills.

Must have strong computer skills, including proficiency with Microsoft Office programs.

Job Duties

Manage and gather required data for preparing periodic compliance reports, including Plant Manager certification (review/signing) and submittal to regulatory agency. Periodic reports include Annual Emission Inventory, Greenhouse Gas (GHG), Toxic Release Inventory, Toxic Substances Control Act, Tier II, NSPS Part 60 Subparts A (CEMS), Db, J/Ja, NNN; and NESHAP Part 63, Subparts F&G (HON), CC, UUU, DDDDD

Manage and gather required data for preparing and submitting reportable quantity (RQ) incident notifications for air emissions and spills during On-Call Duty. Reports to be reviewed by Supervisor, Environmental Manager (or delegate), and HSSE Manager.

Schedule, monitor, and manage contractor conducting stack/performance testing and annual RATA testing and ensure timely submittal of reports to agencies. Ensure cylinder gas audits are conducted and appropriate data are collected for compliance reporting. Maintain monthly review of CEMS data and meet with analyzer techs to ensure accurate.

Utilize industry compliance tools to improve data gathering and compliance reporting and minimize manual data entry

Maintain and improve compliance program processes, guidance documents, and procedures. Periodically train refinery personnel. Ensure Turnaround Environmental Plans are updated with current compliance/permit requirements.

Maintain regulatory knowledge of current areas of responsibilities. Provide support to refinery personnel and become single point of contact for assigned Refinery Area.
