Position Budget Analyst II – University Budget Office – Cal Poly Humboldt (Job #553673)

Salary Range: $5,178 – $7,543 per month; Hiring Range: $5,178.

Full-time, permanent position with a one‑year probationary period. Position Summary Responsible for independently performing a broad range of technical, reporting, and analytical functions that assist the University Budget Office in administering the CSU budgetary program and in providing consultative budget services to campus constituents. Incumbents may work with or under guidance of various members of the University Budget Office team.

Key Responsibilities

Research, analyze, and prepare reports on budgetary performance metrics, financial ratios, and financial trends reflecting institutional and unit performance, incorporating best practice benchmarks and peer comparisons.

Develop and maintain budget and financial systems; track vacancies, verify each position is properly funded, and coordinate updates in the Human Resources, Payroll, Budget and Financial Accounting systems, including the use of SQL, creation of fields and tables, and other database development. Reports and dashboards may reflect data on a monthly, quarterly, annual, multi‑year, or ad‑hoc basis; serve as the primary contact for such reports and dashboards.

Lead and work collaboratively with diverse groups to build alignment and successfully accomplish assigned projects and initiatives that enhance organizational improvement, greater efficiency, and improved customer service to the campus.

Provide training, guidance, and assistance to the campus community and develop resources for use by campus budget analysts, professionals, and/or technical staff.

Participate in the design, development, testing, and installation of budgeting system improvements and upgrades.

Independently perform in‑depth analysis and interpretation of complex data and present and/or communicate findings in a clear and effective manner.

Analyze data and develop financial forecasting models using mathematical and statistical techniques (revenue projections, spending projections, salary cost estimates, peer data comparisons).

Research and develop policy recommendations, business processes, standards, and procedures; assess, formulate, and evaluate impacts of recommended or implemented policies and procedures from a strategic and operational perspective.

General knowledge of budgeting principles, concepts, and processes.

Analytical and problem‑solving skills, including the ability to analyze and summarize mathematical and statistical information.

Strong attention to detail and accuracy.

Working knowledge of financial, budgetary, and accounting principles and practices.

Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management, and cash‑flow management.

Working knowledge of research techniques and statistical principles and procedures.

General knowledge of the principles of position control and budgetary alignment.

Advanced proficiency in using financial system, word processing, and spreadsheet software and applications.

Strong analytical skills to evaluate and interpret data and develop sound conclusions and recommendations.

Ability to define problem areas, collect data, perform preliminary analyses, make appropriate recommendations, and prepare clear and concise analytical comments.

Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures.

Ability to lead and train others.

Minimum Qualifications

Equivalent to a bachelor’s degree in a related field and two years of relevant experience. Additional experience may be substituted for education on a year‑for‑year basis. An advanced degree may be substituted for experience on a year‑for‑year basis.

Preferred Qualifications

Technical fluency with Oracle/PeopleSoft, CSU Common Management System, or equivalent information system.

Demonstrated skill with Microsoft Office Professional and Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms).

Any amount of professional experience in a higher education institution.
