Among the notable recognitions, the city received gold certification as a Community for all Ages and was designated a Walk Friendly Community and Bicycle Friendly Community.The Procurement Officer I, under the supervision of the Procurement and Contract Services Manager, provides high quality service to City departments by efficiently processing cooperative agreements and small solicitations for commodities and services. Facilitates contract administration in accordance with City’s Procurement policies and procedures.**JOB SCOPE:**

No supervisory or budget responsibilities.**ESSENTIAL DUTIES AND RESPONSIBILITIES:**1.

Provide guidance on, and monitors compliance with, City Procurement policies and procedures to City Departments, Staff and suppliers.2.

Build and maintain relationships with City departments on procurement strategy and compliance with City policy. Assist in training City staff.3.

Assists with cooperative agreements, bids, RFP’s, and RFQ’s from initial advertisement to award of contract and/or purchase order. Handles entry level complexity processes and bids.4.

Evaluates responsiveness of solicitations, negotiating price, delivery, and payment terms. Reviews adherence to City Terms and Conditions, insurance and bond requirements and other specifications in coordination with department staff. Supports award process and obtains appropriate approvals.5.

Collaborates with City Law Department and other Departments on proposed non-conforming legal contract terms.6.

Monitor and process assigned supplier contracts for renewals working with department stakeholders on continued need, scope changes required, or pricing updates.7.

Review and approve Requestions and Purchase Orders for suppliers ensuring accuracy prior to issuance.8.

Resolve invoice discrepancies and purchase order issues with Finance and departments.9.

Maintain supplier and procurement network relationships to maximize bid participation and contractual performance.

Assess supplier qualifications and service history to determine reliability and viability as an acceptable supplier.10.

Seek to obtain or maintain professional purchasing certification through professional development courses and training as assigned or appropriate to the role. #J-18808-Ljbffr
