Job Summary The Functional Business Analyst – Defense ERP Implementation serves as a senior advisor and functional subject matter expert supporting U.S. Government and partner-nation stakeholders in the planning, design, and execution of logistics Enterprise Resource Planning (ERP) solutions. Operating within Foreign Military Sales (FMS), Security Assistance (SA), and broader defense cooperation programs, this role provides comprehensive business analysis, requirements development, functional oversight, and implementation guidance to ensure ERP platforms effectively support logistics, supply chain, and maintenance operations in host-nation environments.

The analyst works closely with DoD program offices, international partners, systems integrators, and ERP vendors to ensure requirements alignment, functional integrity, interoperability with legacy systems, and compliance with U.S. Government policy. The role requires deep knowledge of defense logistics processes, ERP functional capabilities (SAP, Oracle), and experience operating in multinational, cross-cultural environments.

Key Responsibilities Functional Business Analysis & Requirements Management

Lead the development, documentation, and validation of functional requirements for logistics ERP capabilities across supply, maintenance, transportation, asset management, and warehouse operations.

Conduct business process analysis for partner nations, identify capability gaps, and translate operational needs into ERP functional configurations.

Support creation of acquisition artifacts (e.g., requirements documents, lifecycle sustainment plans) aligned with FMS/SA and Defense Acquisition frameworks.

ERP Implementation Oversight

Provide functional oversight during ERP design, configuration, testing, and acceptance activities carried out by systems integrators and vendors.

Advise on functional design decisions, configuration options, and workflow optimization to ensure ERP processes reflect DoD‑compliant logistics practices adapted for host‑nation environments.

Support System Integration Testing (SIT), User Acceptance Testing (UAT), and System Acceptance Testing (SAT) for foreign partners, ensuring functional requirements are met.

Assist host nations with ERP deployment, cutover planning, sustainment strategy, and user adoption.

Integration, Data Migration & Interoperability

Provide guidance on functional integration approaches with legacy logistics systems, national‑level weapon system data sources, and U.S. systems where applicable.

Support data migration planning including cleansing, mapping, ETL activities, master data management, and validation processes.

Ensure ERP configurations meet cybersecurity, data governance, and interoperability requirements established by DoD and U.S. policy.

DoD & International Program Support

Coordinate closely with DoD stakeholders (DSCA, USASAC, DLA, AMC, etc.) to ensure ERP implementations are synchronized with policy, program objectives, and partner‑nation capability development roadmaps.

Contribute to Letters of Request (LORs), Total Package Approach artifacts, Program Management Reviews (PMRs), and other program documentation.

Assess partner‑nation readiness for ERP adoption and recommend phased rollout or training strategies tailored to local infrastructure, workforce, and sustainment maturity.

Stakeholder Engagement & Cross‑Cultural Support

Serve as a functional liaison between U.S. Government, foreign military/civilian organizations, ERP vendors, OEMs, and systems integrators.

Communicate complex ERP concepts and implementation risks to non‑technical audiences and senior leaders.

Provide on‑site advisory support in partner nations during assessments, training, integration, testing, and fielding events.

Education

Bachelor’s degree in Information Systems, Business, Logistics, Computer Science, or related discipline (or equivalent military/civilian experience).

Master’s degree preferred but not required.

Experience Requirements

10+ years of experience supporting or implementing ERP systems, including:

Minimum 5 years in DoD, defense logistics, or government ERP environments.

Experience in functional ERP roles (logistics, supply chain, maintenance) with systems such as SAP ECC/S4HANA, Oracle EBS/Oracle Cloud ERP, or equivalent defense‑focused ERPs.

Experience developing requirements, process flows, functional specifications, and test scripts in support of ERP implementations.

Familiarity with U.S. FMS, Security Assistance, Defense Acquisition System, and international logistics programs.

Experience supporting foreign governments, host‑nation militaries, or multinational defense organizations (e.g., NATO/EU).

Prior OCONUS work preferred, especially in advisory roles or deployment oversight environments.

Experience supporting or overseeing:

Data migration (ETL, mapping, validation)

Interface design (APIs, web services, EDI, flat‑file integration)

Master data management and lifecycle logistics data standards

Familiarity with DoD and allied logistics systems (e.g., GCSS‑Army, LMP, Navy ERP, DLA platforms, NATO logistics ERPs). Proficiency with MS Project, SharePoint, Teams, and similar collaboration tools. Additional Desired Qualifications

Strong writing and briefing skills; proven ability to communicate with senior leaders and non‑technical audiences.

Demonstrated ability to operate effectively in multicultural, multinational environments.

Ability to provide structured advisory support under ambiguous or evolving conditions in host‑nation settings.

Travel Requirements

Up to 30% OCONUS travel for partner‑nation engagements, site surveys, testing activities, training, and system fielding.

Key Deployment Locations

Stuttgart, Germany – direct collaboration with client and U.S. Government program teams.

Ukraine – oversight of Systems Integrator activities during testing, validation, and implementation phases.
