Product Owner/Business Analyst – City of New York
The New York City Employees’ Retirement System (NYCERS) seeks a hybrid Product Owner / Business Analyst for its Enterprise Project Management Office (EPMO). The role blends waterfall and agile methodologies to drive business value and serve as a bridge between business needs and technical solutions.
Applicants must be permanent in the Computer Systems Manager title or comparable civil service title.
Primary Responsibilities
Represent EPMO’s projects to understand business needs and prioritize scope, delivering outcome‑driven business value. Collaborate across the organization to develop and communicate product vision and roadmap.
Learn, understand, translate, and decompose business needs with stakeholders. Gather, analyze, and document complex business requirements, and support ongoing product development through requirement clarification.
Support UAT and quality assurance to ensure project outputs meet acceptance criteria before final release.
Partner with the EPMO Business Analysis Unit Manager and other stakeholders to implement product owner and business analysis governance and support change‑management initiatives.
Assist in achieving continuous improvement across programs and projects.
Minimum Qualifications
A master’s degree in computer science and ≥3 years full‑time IT experience, including at least 18 months in an administrative or supervisory capacity.
Or a baccalaureate degree and ≥4 years full‑time IT experience, including 18 months in an administrative or supervisory capacity.
Or a high school diploma and ≥6 years full‑time IT experience, with 18 months in an administrative or supervisory capacity.
Educational and experiential equivalencies may be considered following the stated experience requirements.
Preferred Skills
Bachelor’s degree in Business Administration, Computer Science, IT, or related field.
Minimum 2 years of progressive product owner / business analysis experience.
Strong product owner and business‑analysis methodology knowledge.
Proven ability to gather, analyze, and document complex business requirements.
Excellent communication, presentation, and client‑facing skills.
Strong collaboration, time‑management, and organizational skills.
Proficiency in Microsoft Office Suite, project‑management tools, and Visio.
Knowledge of NYCERS or pension administration is a plus.
