Bilingual HR Office Manager
HotFoot Recruiters is hiring a Bilingual HR Office Manager to support U.S. operations for a global high‑tech engineering and facility maintenance company. This high‑impact role requires a Mandarin‑speaking HR professional with generalist HR experience, payroll, accounting support, and office operations knowledge. The ideal candidate will serve as a trusted problem solver and right hand to U.S. and Taiwan leadership.
Position Details
Location: North Phoenix, On Site in Office.
Type: Full‑Time | Direct Hire
Start Date: ASAP / January 5, 2026
Pay Range: $80,000/year (DOE)
Responsibilities
Serve as the U.S. HR lead for a growing team of engineers and field staff.
Own full employee lifecycle: onboarding, performance, engagement, compliance, and off‑boarding.
Handle sensitive employee relations, investigations, and policy enforcement.
Manage biweekly payroll processes in coordination with accounting and operations teams.
Support general ledger tracking, expense coding, and vendor payments as needed.
Assist with procurement, office admin duties, and occasional logistics coordination.
Ensure compliance with U.S. labor laws and internal cross‑border company policies.
Work closely with U.S. Operations Manager and Taiwan‑based executive team to align on HR and administrative priorities.
Qualifications
Bilingual fluency in Mandarin and English required.
5+ years of HR generalist or HRBP experience, with exposure to payroll, office operations, and vendor coordination.
Strong understanding of U.S. employment law, compliance, and HR best practices.
Experience working with payroll systems and basic accounting processes (GL coding, expense reporting, AP support).
High attention to detail with strong organizational and problem‑solving skills.
Experience in construction, engineering, or a project‑based environment preferred.
Self‑starter with a team‑first attitude and ability to “wear many hats.”
